According to the details available with Early Times, the investigation had started way back in August-September 1997 when an investigation had revealed that at least four separatist leaders had been found siphoning off funds received for supplementing efforts being made for secession of Kashmir from India. They were found to be using proxy and dummy accounts to harbour illegally obtained funds from both Pakistan and Middle East. Investigation had found hard proof of massive sums of money collected for the reconstruction of various shrines and relief for those who lost either material or men in the conflict.
