AHMED ALI FAYYAZ SRINAGAR, Jan 10: Even as the State Finance Commission Chairman, Mehmood-ur-Rehman, has completed his second post-retirement assignment in Jammu & Kashmir and his first ever report is now understood to be in the final stage, recommendations of a search committee previously headed by the former IAS officer are gathering dust in the Civil Secretariat for the last 16 months. Paradoxically, the beneficiary of Omar Abdullah government’s indecisiveness over the appointment of a new Vice Chancellor for Islamic University of Science and Technology (IUST) is none other than a man for whom the PDP patriarch Mufti Mohammad Sayeed was bent upon subverting the law even after his exit from the top office. Prof Sidique Wahid’s three-year term as the first VC of IUST Awantipore had expired during Governor’s rule on 22nd September, 2008. Early Times Report Jammu: Troops along the Indo-Pak border in Jammu and Kashmir have been put on high alert after reports of an increase in infiltration attempts into the state. "There are intelligence reports of further increase in the cross-border infiltration attempts from Pakistan Occupied Kashmir (PoK). Troops have been put on high alert along the Indo-Pak border and have intensified round-the-clock patrolling," security officials said. Leh coldest with -21.4 degrees Celsius

Early Times Report Srinagar, Jan 10: Leh in Jammu and Kashmir was the coldest as the minimum temperature dipped to settle at -21.4 degrees Celsius. Kargil recorded a minimum of -17.0 degrees Celsius and Srinagar -4.6 degrees Celsius, three degrees below normal, Met Office said. The further drop in the night temperature in the city resulted in freezing of the banks of major water bodies, including Dal and Nigeen lakes. However, the winter sun provided the much needed relief to the denizens. New Delhi: The area along the Line of Actual Control with China has "shrunk" over a period of time and India has lost "substantial" amount of land in the last two decades, says an official report. At a recent meeting held in Leh which was attended by officials from the Jammu and Kashmir government, Ministry of Home Affairs and Army, it was agreed that there was difference in the maps of various agencies and that there was lack of proper mapping of the area. Early Times Report Jammu, Jan 10: The mysterious death of Aparna Saini, a local medical student, has been solved with the arrest of her fiancé who is also a doctor and was working with her in a same hospital. Himanshu, her fiancé who is also an owner of Aastha nursing home located in Ambphalla, was arrested from his house by Gandhi Nagar police. Police has now turned the inquest proceeding 174 CrPC into abetment case and a case under section 306 RPC has been registered against the Himanshu. HM commander among two ultras killed in Reasi

Early Times Report JAMMU, Jan 10: Two top Hizbul Mujahideen (HM) militants, including a deputy divisional commander of the outfit, were today killed by security forces in a fierce gunbattle at Thanol, 70 km from Reasi towards Mahore. A special police officer (SPO) and a Junior Commissioned Officer (JCO) of army also sustained injuries in the exchange of fire.
