Posts Government officers as Secretaries to clip their wings
Govt robs J&KSSC of its representative character
12/27/2012 11:53:32 PM
Abodh Sharma JAMMU, Dec 27: Successive State Governments have deprived beleaguered Jammu and Kashmir State Sports Council, the Apex sports body of the State of its representative character and posted officers with chequered service records to head this representative body committing 'gang rape' of its Constitution. Last seven Secretaries of the State Sports Council have been Government officers, but idea of elevating Sports Council into a full fledge Sports Department has never crossed the minds of the Sports Ministers who were the vice presidents of the Council from time to time. Interestingly, sports fraternity is abuzz with the likelihood of the a senior Police officer of the State taking over the reins of the Council soon replacing Dilip Thussu, a noted engineer of the State who was posted as the Secretary just a few months back. Manoj Pant, an officer of the Indian forest services, reportedly got himself posted as secretary for his interest in sports, PS Gill, Additional Director General of Police, who later went on to become DG Punjab Police, but had annoyed the Government...

12/27/2012 11:53:14 PM
Early Times Report Jammu, Dec 27: Though identity politics still holds the key in urban Jammu, however, time has thrown up new equations and issues those are likely to shape the future prospects of electoral politics and the immediate beneficiary seems to be the opposition People’s Democratic Party (PDP) which is now emerging as the main opposition party in the region. The growing popularity of PDP in Jammu is attributed to the secular outlook of the people of Jammu who, of course, still identify themselves with the regional aspiration and ideological locations but governance remains the main concern for them. Senior Congress leaders in the Jammu region unhesitatingly admit that t...

Government offices become a graveyard of pending files
Files move faster in Omar's constituency
12/27/2012 11:53:03 PM
Early Times Report Jammu, Dec 27: The Jammu and Kashmir Government Secretariat presents the look of a paper dumping yard. Thousands of files lie piled up everywhere on chairs, tables and everywhere there is some space. However, for speedy disposal of files, the hapless people of the State better shift to Chief Minister's constituency. According to sources, complaints filed to get works done under the Public Grievances Cell have been addressed more quickly than in other districts of state. Even in Jammu, the cases are pending in large numbers. These pending cases fall under the category of 'cases delayed by 30 days', the maximum time specified to deliver service in any category under the...

Tussle impedes State's development
12/27/2012 11:52:37 PM
Early Times Report Jammu, Dec 27: The political set up and bureaucracy in Jammu and Kashmir are working in two different directions-a unique but interesting phenomenon- that has impeded the economic development in the State and has been a major cause for poor infrastructural development. A latest survey by a group of individuals from various walks of life has attributed the slow growth of the State to the sharp clash of interests between the political setup and the bureaucracy which, according to the group, has not only impeded the development in the State but has reversed the pace at times. Cabinet reshuffle?
Sikhs, KPs, extremely backward districts not on menu
12/27/2012 11:53:45 PM
Syed Junaid Hashmi JAMMU, Dec 27: With just 10 days left for the NC-Congress coalition Government to complete four years in office; Sikhs, Kashmiri Pandits, residents of extremely backward areas of North Kashmir along with entire populace of erstwhile district Doda are yet to find representation in the State Cabinet. Political observers firmly believe that delaying expansion-cum-Cabinet reshuffle is likely to amplify grievances of these communities and would have serious impact on political fortunes of both National Conference (NC) and Congress in the Assembly elections whenever they are held in the State. MLC elections have brought to light the chilling reality of PDP making inroads in t...

Rustam Jammu, Dec 27: The 8-member Cabinet Sub-Committee (CSC), which is headed by senior National Conference (NC) leader and Finance Minister Abdul Rahim Rather, has demanded one more extension, as the CSC needs some more time to evolve a broader consensus on what Rather termed as "contentious issues". "We are sure about another extension as we haven't discussed the issues like autonomy and 1975 Accord. In fact, we haven't reached that stage as yet," Rather was quoted as saying. "We have discussed some issues threadbare and evolved consensus," he also said. It bears recalling that the Jammu & Kashmir Government had appointed the CSC in January 2010 to examine the recommendati...
