Whistle Blowers Protection Act a distant dream in J&K
Will Omar ensure safety to stoolpigeons ?
5/22/2014 12:05:34 AM
Early Times Report Srinagar, May 21: Government of India notified Whistle blowers Protection Act 2011 in its officials gazette on May 12 recently. This law provides for the public interest disclosure and protection to whistle blowers but as far as Jammu & Kashmir state is concerned the enactment of Whistle blowers Protection Act seems to be a distant dream as the state has not even prepared a draft bill regarding the said act. Whistle blowing is the act of disclosing information by an employee or any stakeholder (activist, media person etc) about an illegal or unethical conduct within an organization. The Whistleblower Protection Act seeks to establish a mechanism to receive complaints relating to disclosure on any allegation of corruption or willful misuse of power or willful misuse of discretion against any public servant and to inquire or cause an inquiry into such disclosure and to provide adequate safeguards against victimization of the person making such complaint and for matters connected therewith and incidental thereto. Narendra Modi led National Democratic Alliance...

Soz’s claim: I instructed Cong to push the move
5/22/2014 12:04:58 AM
Early Times Report Srinagar, May 21: Stating that Congress was behind the revocation of Government Order prescribing the fixed salary mode for the recruitment of Class-III, Class-IV and other Non-Gazetted categories of staff in the government, Saif-ud-Din Soz, president Pradesh Congress Committee (PCC) today said that he had given clear instructions to the Congress Ministers in the Cabinet to push the move. "This is not like the people who by maneuvering take credit for this revocation order but my ministers had consulted me and I had given them clear instruction in the morning to fully back the move and get the order revoked," Soz told from Delhi. Only miniscule moves, ‘grey areas’ bigger
5/22/2014 12:04:23 AM
Kunal Shrivatsa JAMMU, May 21: Rattled by the crushing defeat in Lok Sabha polls, the Omar Abdullah led National Conference-Congress coalition government, in a last ditch effort to repackage itself, has introduced a slew of measures including lifting of four year ban on the Short Message Service (SMS) on prepaid cell phones and scrapping of two and a half year old Recruitment Policy but it could be termed as a case of 'too little and too late'. While the Short Message Services on pre-paid as well post paid connections were banned in the state at the peak of 'pro-azadi' agitation in June 2010 to plug-in rumour spreading, the new recruitment policy was implemented after a Cabinet Decisi...

NC coterie shifts onus: Rather is to blame
5/22/2014 12:04:16 AM
Early Times Report Jammu, May 21: Following his tweet over the decision to scrap the 'New Recruitment Policy' in the state, the Chief Minister Omar Abdullah today made this happen by announcing formal revocation of the order which his government approved in 2011 with loads of explanations behind this move. The decision to revoke this order was taken today in the Cabinet meeting apparently in pursuant of the thought that this would be a corrective measure in direction of undoing damage on multiple fronts that led to debacle of coalition partners in the LS polls. While Omar has contended that what necessitated promptness of this step is the feedback he has received during the last couple of...

Abrogation of article 370: Many a slip between the cup and the lip!
5/21/2014 11:16:06 PM
Asif Iqbal Naik Jammu, May 21: As the debate over abrogation of article 370 intensifies ahead of formation of Narendra Modi led NDA government in the Center, the statement of facts infers that there would be many an ifs and buts if at all the government initiated such a move. Article 370 specifies that except for Defense, Foreign Affairs, Communications and ancillary matters (matters specified in the instrument of accession) the Indian Parliament needs the State Government's concurrence for applying all other laws. Thus the state's residents lived under a separate set of laws, including those related to citizenship, ownership of property, and fundamental rights, as compared to other In...

Cong nervous; NC decisive!
5/22/2014 12:03:58 AM
Early Times Report Jammu, May 21: The Congress party has started to prepare for the upcoming Assembly elections and party is contemplating few changes in anticipation to regain the lost ground. The Congress party lost all the three Parliamentary seats, which they contested pre-poll alliance including Jammu, Udhampur and Ladakh and their performance in Kashmir valley, where NC was contesting and Congress was supporting, remained dismal. The grass root level Congress workers and leaders across regions and sub-regions are of the view that changes are must to ensure that the party does good in upcoming Assembly elections, which is going to be litmus test for the party. 5/21/2014 11:14:14 PM
Early Times Report JAMMU, May 21: Peeved over the deletion of names of majority voters of the community from electoral rolls and terming it a deliberate move on the part of State Government to deprive the community from their democratic rights and show the world that few thousand Pandits were living in Kashmir, the newly constituted Displaced Front has decided to conduct the survey of the community all over the country to put the record straight. This was decided in an emergency meeting of the organization here today the name of which was also changed from Displaced Kashmiris Democratic Party to Displaced Front with a voice vote. Omar had ruled out any role in the hanging of Afzal Guru, who was convicted by the Supreme Court for terror attack on the Parliament. Omar had said that anyone can check the details by filing RTI application. Though Guru was resident of J&K but the crime and incident had taken place at New Delhi, ruing out his written consent or participation in the decision making.
