Jehangir Rashid Early Times Report SRINAGAR, Nov 12: In blatant violation of Model Code of Conduct enforced in view of Assembly elections the General Administration Department (GAD) issued two orders at fag end of the last month. The orders were issued in connection with the transfer and subsequent posting of two Kashmir Administrative Service (KAS) officers. On October 30, the GAD issued order for the transfer and posting of Dr. Nasir Ahmad Naqash as Additional District Development Commissioner, Anantnag. This order was issued five days after the enforcement of MCC in the state. The MCC got enforced on October 25 as soon as Election Commission of India announced dates for five phase Assembly elections in the state.
