Corrupt engineer enjoying plum posting in JKPCC despite Vigilance case
File of his indictment goes missing from PWD secretariat
1/20/2013 11:58:46 PM
Majid Ahmad Srinagar, Jan 20: Despite political rhetoric to root out corruption that has grown deep and wide in the system, there are several examples where those indicted in cases of corruption have been given lucrative postings by their political masters. Here is a glaring example: In 2007 a high profile engineer of Jammu and Kashmir Projects Construction Corp-oration (JKPCC) Mohammad Abbas Lone was allegedly caught red-handed by the Vigilance Organisation Kashmir (VOK) while accepting bribe from a contractor. Subsequently, FIR No 12 of 2008 was registered against him in VOK and he was placed under suspension vide order No 8 of 2008 dated 07/04/2008 by Managing Director JKPCC after prosecution sanction was accorded by the Government. However, case of his reinstatement was taken up on war footing at the instance of then R&B Minister and order for his reinstatement was issued with a condition mentioned in letter No: PW (R&B) Camp/07, dated: 30/10/2008 of Under Secretary to Government PWD that he shall not be given Drawing and Disbursing powers for two years from the date of reins...

Would reversal of Darbar Move tradition help?
1/20/2013 11:58:07 PM
early times report Jammu, Jan 20: The latest salvo by State Chief Minister Omar Abdullah regarding his desire to have the traditional Dar-bar move reversed should not surprise many. In his latest comment on the social networking twitter.com site Omar Abdullah said it would be in the fitness of things if the Darbar remained stationed in Jammu during the summer months and in Srinagar during the winter months. The logic behind the argument is that the people of the Valley face hardships during the winter months while the people of the Jammu region face hardships during the summers. The same logic turned the other way round would mean the people in the Valley have no problems during the sum...

Is Omar trying to fight or foment regional discrimination?
1/20/2013 11:57:54 PM
Early Times Report Jammu, Jan 20 : Chief Minister Omar Abdullah has dished out an idea which one may think superior to Plato's republic. Others may treat it an idea which even Machama,a popular character in Radio Kashmir's serial play that would beguile Kashmiri families till early 70's,could not have imagined. To others the idea of keeping open the civil secretariat and other move offices open in Srinagar during the winter and keep them open in Jammu during the summer months is the outcome of a brain that is as sharp as that of Newton. Prior to Newton there would have been millions of people who had watched apples falling on the ground. But those millions were not as sharp as Newton who...

Omar's 'check and mate'?
Rana's crowning as provincial president
1/20/2013 11:57:05 PM
Early Times Report Jammu, Jan 20: The installation function of Devender Singh Rana as National Conference Jam-mu province chief by Chief Minister Omar Abdullah was nothing but to put his close associates at helm of affairs that could not go against him before 2014 Assembly elections. The NC provincial headquarters Sher-e-Kashmir Bhawan witnessed huge rush but most of the people were Gujjars of Nagrota Assembly segment from where Rana will be contesting the 2014 Assembly election. However, this was projected as if he (Rana) has supporters in Jammu city. The people who made it to the NC headquarters were those who have stakes in NC. Not a single non NC member was present. NC leaders who...

Resentment continues to brew among NC-Cong camps in Srinagar, Jammu
Post reshuffle scenario
1/20/2013 11:56:54 PM
Bashir Assad Jammu, Jan 20: Resentment is brewing in Congress as well as National Conference camps in the backdrop of January 15, cabinet reshuffle-cum-expansion wherein many stalwarts have been allotted insignificant portfolios while some junior ministers have emerged stronger by getting the most significant and high profile portfolios with independent charge. National Conference is also facing strong resentment from the Srinagar based legislators who have been completely marginalized and the wings of the lone minister from the city have been clipped by stripping of one important portfolio from him. In Jammu region, Congress camp is completely disillusioned because for the first time in ...

CM's mature response to cabinet expansion fallout
‘Omar has his eyes on 2014 elections'
1/20/2013 11:56:21 PM
early times report Jammu, Jan 20: The Chief minister, Omar Abdullah has reacted like a matured politician to the fallout of the recent cabinet expansion/ reshuffle. He has not heeded the ‘sponsored' protests of panchs and sarpanchs in Jammu and Ladakh who tried to make out a case for their mentor MLAs by submitting mass resignations. Omar has made it known that he had his eyes on the 2014 assembly elections while effecting the changes in the cabinet. The high drama started when Saroori's supporters resigned from Congress party to protest his non-inclusion into the cabinet. They even urged Saroori to resign from Congress party but he refused and termed it a part and parcel of politics. S...

J&K spends 46.6 percent plan money on power purchase, revenue generation dismal
Bijli crisis looms large!
1/20/2013 11:58:23 PM
Syed Junaid Hashmi JAMMU, Jan 20: Jammu and Kashmir has spent Rs. 3401 crore i.e. 46.6 percent of its plan allocation for the year 2012-13 on purchase of power from Central Power Sector Undertakings (CPS-Us) and State Power Develo-pment Corporation (SPDC). With financial year 2012-13 still two months away from closure, the spending on power purchase is likely to cross 50 percent of the Rs. 7300 crore plan allocation. However, if the present 46.6 percent plan allocation is taken into consideration, spending on power purchase has gone up by 1.15 percent and with winter setting in, power bill is likely to cross 50 percent this financial year i.e. 7 to 10 percent up from what it was in 2011-1...

Congress's Chintan Shivir culminates into Rahul fever
1/20/2013 11:55:49 PM
Abodh Sharma Jammu, Jan 20: Congress party's mega PR exercise -the Jaipur Chintan Shivir ended up in a massive PR initiative to project Rahul Gandhi, the party general secretary as the Prime Ministerial candidate of the party for the next general elections scheduled for 2014. While the elevation of Rahul as the vice president of the party ended the debate over the number two slot in the party and the UPA that had fallen vacant after Pranab Mukherjee moved to the Rasht-rapati Bhawan and even left Sharad Pawar, the NCP president and the UPA ally sulking, it has once again brought to the fore Congress's obsession with the Gandhi family. Congress leaders of all shapes and sizes, from veteran...

Time to restore pre-1947 position
Practice of Darbar move
1/20/2013 11:55:41 PM
Neha JAMMU, Jan 20: Chief Minister Omar Abdullah the other day tweeted that "since the darbar move can be done away with, perhaps the time has come to seriously consider reversing the move", suggesting that the age-old system was akin to "running away at most problematic times". "Stop this escapism of running away at most problematic times - stay in Srinagar during winter and Jammu in the summer to address problems," he also tweeted. The practice of darbar move was introduced by Mahar-aja Ranbir Singh in 1972. He took this step to defeat the conspiracies being hatched in Kashmir by the British imperialists in collaboration with the anti-Dogra forces in the Valley, who had been opposing th...

EARLY TIMES REPORT JAMMU, Jan 20: Rahul Gandhi, who last evening was appointed vice-president of the Congress party with much fanfare, for the first time expressed his views on the kind of foreign policy India should devise and practice. In fact, he virtually contradicted Prime Minister Manmohan Singh, who four days ago under pressure from the outraged nation told Pakistan that there could not be a business as usual with it and that Islamabad must punish those res-ponsible for the January 8 brutal and inhuman killing of Lance Naik Hem Raj and Lance Naik Sudhakar Singh in the Mendhar sector and said that foreign policy decisions could not be guided by emotions. Moves afoot to break Jammu into smithereens
Pernicious concept of sub-regions
1/20/2013 11:55:19 PM
Rustam JAMMU, Jan 20: One can understand the reasons behind the ill-designed and communally-motivated insistence of Kashmiri leaders on a regime that divides politically, historically, culturally, economically and geographically distinct Jammu province into sub-regions. One can also understand the reasons behind the insistence of the Kashmiri-influenced "conflict-managers" like Indian Minorities Comm-ission chairman Wajahat Habibul-lah and former interlocutors Dilip Pagda-onkar and Radha Kumar on a similar dispensation. They all want to divide Jammu province into various regions on purely communal lines. Their objective always had been, and continues to be, to pit the members of one commun...
