TOP STORY OF THE DAY
Brokers 'manipulating' in Relief Commissioner’s office
1/18/2013 12:07:42 AM
Early Times Report Jammu, Jan 17: After the reports of bungling in allotment of flats to non-camp migrants at Jagti satellite township in outskirts of Jammu surfaced, the allegations of brokers of Relief Department 'manipulating' the things in the office. It has been alleged that officials at lower level in the Relief Commissioner’s office prefer to accept papers from brokers instead of migrants directly. Under Prime Minister's rehabilitation plan for Kashmiri migrants living in relief camps in Jammu, who migrated after arms insurgency broke out in 1989 in the State, a satellite township was constructed at Jagti in outskirts of winter capital Jammu where 2011 flats were allotted to camp migrants till date. In 2011, applications were invited for non-camp migrants for the purpose of allotment of remaining flats at Jagti and the Relief Commissioner’s office received 15000 applications out of which 549 were allotted flats, which came under scanner as migrants leveled corruption allegations against officials. Now, source told Early Times that a group of few people are working as b...

Kashmiri babus camping in Jammu to seek blessings of new mantris
1/18/2013 12:07:07 AM
Majid Ahmad srinagar, Jan 17: With several new Ministers taking over in the recent Cabinet reshuffle and expansion, dozens of Government officers posted in Kashmir have been camping in Jammu for the last one week to seek blessings of their new bosses. Sources told Early Times that several Kashmiri babus have shifted their base to Jammu where they are trying to gauge the mood of new mantris. While a Government servant is bound to follow certain code of conduct for discharge of his duties yet the instances are not lacking where one finally comes to a conclusion that these rules are meant for those having no proximity with the power corridors of State administration. In such one example a h...

Move to induct new faces in State Cabinet stalled at Eleventh hour..?
Hot debate in Congress circles
1/18/2013 12:06:27 AM
Early Times Report Jammu, Jan 17: Amid resentment from certain quarters within the party, the National Conference successfully managed to infuse young and new faces in the new Ministry but its major ally-Congress party-seems to have miserably failed to replace at least few from existing battery of Ministers. Insiders in Congress disclosed that "there is a deep anguish and resentment among party workers and leaders that expected severe overhauling in the Cabinet re-shuffle. But the party high command seems to have succumbed before sitting Ministers and last minute changes spoiled the bright chances of probable candidates to become Minister." "Member Legislative Counc...

Excessive, preponderant representation to one community
J&K Council of Ministers
1/18/2013 12:04:21 AM
Rustam Jammu, Jan 17: The manner in which representation was given to the various communities in the just-expanded and reshuffled Council of Ministers has created widespread resentment. The Sikh community has protested against the NC-Congress leadership saying it deserved some representation in the Council of Ministers, but was denied representation. The internally-displaced Kashmiri Hindus have also registered their protest against the coalition saying the hounded out and persecuted community deserved some share in the Council of Ministers which discusses and decides important issues and takes policy decisions. The excluded communities, which constitute almost 6 per cent of the State's p...

A month on, BJP yet to have new team of functionaries
Reason for delay: New President under 'pressure' of lobbies
1/18/2013 12:03:22 AM
Early Times Report Jammu, Jan 17: Nearly a month on, the new President of State unit of BJP has not been able to announce the new team of office bearers on whom responsibilities could be entrusted as per their designations. Reason for the delay is being attributed by insiders to the pulls and pressures from various lobbies to accommodate as many of their 'men' against some prestigious posts in the new organizational hierarchy. Sources said even as the new State president of BJP Jugal Kishore is keen to form a new team of functionaries that would enable him to start organizational works and functioning in a better manner, he has not been able to do so on account of some senior leaders un...

Ailing SKIMS Medical College faces de-recognition
Lacks required bed strength, ICU
1/18/2013 12:02:11 AM
Early Times Report srinagar, Jan 17: Notwithstanding its takeover by the Sher-e-Kashmir Institute of Medical sciences (SKIMS) in 1998, the erstwhile Jhelum Valley College of Medical Sciences (JVCMS) which was rechristened as SKIMS Medical College continues to narrate a story of official neglect and apathy. The college faces possible de-recognition by Medical Council of India (MCI) as the authorities take a nap. Reliable sources told ET that the college had bed strength of 280 at its inception, which has now dwindled to just 220 on account of official neglect. Forget about enhancement of intake capacity, the college which was established with an intake capacity of 50 may not ev...

Cong doesn't want to grow
1/18/2013 12:05:05 AM
Early Times Report Jammu, Jan 17: Congress has to its own peril didn't take much of opportunity from the Cabinet reshuffle like its coalition partner National Conference. The party did nothing more than inducted three MLAs as Ministers which was due to it as these portfolios were just taken away from it and they were always there to be taken back. The Cong had major share of its seats from the Jammu. In Kashmir it got only three MLAs and all of them had been given Cabinet Minister status. The party didn't realize the fact that in 36 seats of Jammu region, in about 25 seats Hindu votes hold the considerable influence. The party should have taken this into account and had ...

Saroori reaches to supporters, revolt against Azad in Chenab Valley
Azad plan to head JK in 2014 receives setback
1/18/2013 12:05:40 AM
Asif Iqbal Naik kishtwar, Jan 17: Former Chief Minister, Ghulam Nabi Azad's dream of heading the Congress party in Jammu and Kashmir during the 2014 elections seems quite distant. The party is in revolt, this time for not considering MLAs from Chenab Valley for Cabinet berths. Azad has been further removed from 2014 election panel and the Chenab Valley accuses him of deliberately dropping the two MLAs. The Panchs and Sarpanchs from the region have submitted resignations and are angry with Azad who enjoyed overwhelming support in the area and gave some tough moments to Saif-ud-Din Soz who headed other faction of the party. The angry Sarpanchs and Panchs alleged that Ghulam Nabi Azad dit...

Will Feroz Khan get J&K's official websites updated?
Change of guard in Ministry of IT
1/18/2013 12:02:51 AM
Early Times Report srinagar, Jan 17: With outdated official websites of the State and various districts mocking at Chief Minister Omar Abdullah's claims that J&K has made remarkable development in Information Technology and E Governance, Whether Feroz Khan the new Minister for Information Technology wakes up to the plight of these websites would be interesting to see. ET had highlighted the issue of J&K Government's official website (www.jammuandkashmir.nic.in) which has been defunct since long but status of the websites of J&K's different districts is no different. Official websites of almost all districts in J&K carry outdated information while a few of them are completely defunct. ww...
