Early Times Report SRINAGAR, Feb 8: Government functionaries in the state have been burning midnight oil to mislead Indian Association of Parliamentarians for Population and Development (IAPPD) about the poor performance observed in implementation of Government of India’s flagship programme in the heath sector called National Rural Health Mission (NRHM). The visiting delegation, that attended meetings with Chief Minister Omar Abdullah and other top government functionaries, has been kept in dark with regard to large scale bunglings happening in several districts, particularly Budgam. If well placed sources in the government are to be believed, NRHM funds worth Rs 50 Lakh have been swindled in Budgam in the last one year alone. Sources revealed to Early Times that total volume of the NRHM funds embezzled and misappropriated in Budgam district alone in the last five years was estimated around Rs 3 Crore. Acting on a tip-off about the presence of militants in a camouflaged hideout in the upper reaches of Banihal, overlooking Arpinchala village, police and 23 Rashtriya Rifles (RR) troops launched an operation in the area last night. Officialy there is only one but reports suggest that two live in the Jammu city alone. The official residence of the Chief Secretary at Wazarat Road continues to display the name of SS Kapur. The incumbent Chief secretary Madhav Lal who took over the charge from SS Kapur on February 1 is yet to shift in the official residence. He is putting up at his personal residence in Channi Himmat area of Jammu. Early Times Report JAMMU, Feb 08: A NCC girl cadet has gone missing from the Nagrota camp here under mysterious circumstances. She was identified as Vinsa of Srinagar. She was a member of the troupe that had gone to New Delhi to participate in Republic Day parade. Police sources said a total of 107 cadets, including 22 girls, returned here on February 2 last after participating in the Republic Day celebrations in the union capital. Early Times Report Jammu, Feb 8 : Amid reports that Uttar Pradesh Chief Minister Mayawati's security guards were seen shining her shoes, Jammu and Kashmir Chief Minister Omar Abdullah said Tuesday that he would not let his security guards carry his briefcase. Omar wrote on micro-bogging site Twitter: "I won't let my security chaps carry my briefcase, but I guess to each their own" (sic). KATHUA, Feb 08: A burglar was apprehended by police here today along with the gold ornaments he had stolen from a house at Ramnagar Colony here Sunday night. JAMMU, Feb 08: A huge quantity of explosives was today recovered by police and 152 Bn of CRPF from a militant hideout in Narian forests of Hari Budha in Mandi, Poonch. Police sources said police and CRPF came across a militant hideout while making searches in Narian forests. The search of the hideout led jawans to the recovery of 12 UBGL shells, 4 rocket launchers, 4 anti-tank rifle grenades, 4 grenades, 2 pressure mines, 5 RPG boosters, 2 RPG rounds and 4 detonators, 136 rounds of AK rifle, one AK magazine and two RPG guns. Early Times Report Srinagar, Feb 8: The 300-km-long Srinagar-Jammu national highway was reopened for one-way traffic today after a day-long closure due to snowfall and shooting stones from a hillock overlooking the arterial road. ''The highway, the only road linking Kashmir with rest of the country, was cleared for one-way traffic early today,'' a spokesman of the traffic department said.
