JAMMU, Mar 30: Factional warfare within Congress party has inordinately delayed seat sharing arrangement between the ruling coalition partners even as 15 candidates---including 4 each from National Conference (NC) and Congress---filed nomination papers for six notified vacancies in the Legislative Council on the last day of the process today. Contrary to wide expectations that businessmen would yet again grab the lion’s share, both the parties have, however, issued tickets on merit and dropped over a dozen of bigwigs who were all strong contenders.
Minutes before the deadline ended this afternoon, as many as 15 candidates of different political parties, including an Independent, filed nomination papers before Returning Officer and Secretary of Legislative Assembly, Mohammad Ramzan. As PDP’s Mohammad Ashraf Mir had already filed his papers last week, there are now 16 contestants for the six seats advertised through three separate notifications.

The examination fraud committed by the management of Priyadarshani Institute of Management Sciences (PIMS), affiliated college of University of Jammu (JU), with its students was not a smaller one but a deep conspiracy putting the career of more than 250 students at stake. The fact has been established in the preliminary report submitted by the 3-member inquiry committee constituted by the Vice Chancellor Prof Varun Sahni on Monday. Congress MLA and former power minister Mohammad Sharief Niaz said health commissioner R K Jeerath's statement, that he could not identify Lal Chand, reflected his inefficiency.
"Chand is MLA for the past over two years now and it is astonishing to find that he does not know, or recognise him," Niaz said after Speaker Mohammad Akbar Lone read out privilege committee's report.He said if Jeerath could be so discourteous with an MLA, one could well imagine what his behaviour would be with a common man.
