JAMMU, Mar 3: The ruling National Conference had over the period lost its sheen and appeal and its top leaders, especially Chief Minister Omar Abdullah, have realized it way back in October 2012. In October 2012, Omar Abdullah openly batted for a pre-poll alliance with the Congress giving everyone to understand that if the NC was to remain somewhat relevant in Kashmir and People's Democratic Party (PDP) kept away from power, a pre-poll alliance with the Congress was a must. His father and party president endorsed his view two months later overlooking the opposition to the idea by his younger brother Mustafa Kamaal. Sometime back, the NC leadership unilaterally announced three candidates for three Lok Sabha seats in Kashmir to force the Congress to fall in line. All its actions clearly indicated its extreme form of nervousness for obvious reasons, the most notable being its utter failure to retrieve the political ground it lost to the PDP in Kashmir and other non-NC and non-Congress parties in Jammu province.

Jammu, Mar 3: Under different heads, the budgetary details of Jammu and Kashmir Public Service Commission (JKPSC), as per two reports i.e. 55th and 56th reports of JKPSC tabled in the upper house of the legislature revealed that in the year 2011-12 out of total allotment of Rs 476.88 lakh, the commission has made an expenditure of 419.82 lakh rupees and 57.06 lakh rupees have been surrendered.
Similarly, the details of the year 2012-13 revealed that out of Rs 493.96 lakhs allotted to the commission, it has made an expenditure of Rs 425.40 lakh rupees and Rs. 68.56 lakh rupees were surrendered.

SRINAGAR, Mar 3: Militants carried out two separate attacks in South Kashmir's Pulwama district today leading to the killing of two police personnel while as the third one was seriously injured and has been admitted in the hospital in a critical condition.
Reports reaching here said that some unidentified militants appeared in the Pulwama main market and fired upon a police vehicle that was stationed on the Court Road in the town.
The firing led to serious injuries to two police personnel who were standing near the vehicle at the time of the incident.
