Home Secretary puts ball in JK Govt’s court

Early Times Report Jammu, Feb 13: Putting the ball in state government’s court, the Union Home Secretary, GK Pillai today said if there was no change being made in the AFSPA than the area can be denotified (as disturbed) and the law will not be applicable there. He further said that “this is a notification of the state government not a state notification by Central Government." Pillai, therefore, made it clear that the state government had the authority to denotify an area (as disturbed). And once this is done, Armed Forces Special Powers Act (AFSPA) will cease to be applicable there. Technically, legal experts believe, the AFSPA has already lapsed as mandatory notifications have not been issued from time to time to ensure its continuity. The AFSPA became an Act on September 10, 1990 when it got the concurrence of the then governor. Immediately after this, a notification declaring the Valley as disturbed area was issued. In 1992 the president of India repealed the Act and enacted Jammu Kashmir Disturbed Area Act. However, the duration of the Act for which it as enforced ...

JAMMU, Feb 13: Three Hizbul Mujahideen (HM) sympathisers were today apprehended by security forces from two different places of Ramban.Official sources said during searches in Gulsir forests of Ramban, a joint column of police and Rashtriya Rifles apprehended Mohammed Basir, son of Abdullah of Gulsir. In another incident, police and army jawans laid hands on two HM sympathisers in Manjosh forests. They were identified as Nasir Ahmed, son of Gul Mohammed, and Mohammed Iqbal, son of Ghulam Mohammad, both residents of Manjosh.Their sustained interrogation was on, the sources added. JAMMU, Feb 13: NCC girl cadet Bismah, who had gone missing under mysterious circumstances from the Nagrota camp on February 2, was today recovered by police from a Nagrota area.During investigation, police had come to know that the girl had been abducted by her instructor Nazamul Saqib of Chakka, Bhaderwah. Bismah, a resident of Nowgam, Kashmir, was staying at the Nagrota camp along with Saqib and other NCC cadets after their return from New Delhi where they had gone to participate in Republic Day parade. AJAY SHARMA KATRA, Feb 13: In a landslide triggered by incessant rains on the holy cave shrine route of Mata Vaishno Devi, a two-year-old girl and two pithus were today wounded near Adhkunwari. The incident took place on the new Himkoti route near Adhkunwari at about 8.30 pm, police sources said. Sources said the victims were on their way back to Katra town after having darshans of the goddess in the holy cave shrine in Trikuta Hills when the landslide occured. JAMMU, Feb 13: Two Hizbul Mujahideen (HM) militants, including a madrassa teacher, were today apprehended by security forces after an hour-long gunbattle at Thatchu in Bhimdasa area of Gool. Both are close associates of HM divisional commander Qari Zuber, who was shot dead by troops along with his two associates in an encounter in Harni Harnal nullah forests of Banihal, Ramban, on February 8 last, according to police sources. Early Times Report JAMMU, Feb 13: Five persons, including ex-MLA Girdhari Lal, were injured when their Gypsy jeep was hit by a Wagon-R at Janipura here today. Police sources said the Gypsy of Girdhari was hit from behind by a Wagon-R at the Pir Baba Morh at Janipur.In the incident Girdhari, his driver (selection grade cop) Darshan Lal and PSOs -- cop Mukesh Kumar and cop Praveen Kumar -- sustained minor injuries.They were admitted to the GMC hospital. Srinagar, Feb 13: Jammu and Kashmir chief minister Omar Abdullah on Sunday flayed the PDP for its controversial map of the state, saying "gifting away" of state's territory will not be acceptable. The map displayed by PDP during a power point presentation on Saturday showed Aksai Chin painted in red and Pakistan-occupied Kashmir (PoK) in green. Centre likely to pull out 10,000 troops from JK

New Delhi: The Centre plans to withdraw nearly 10,000 paramilitary personnel from Jammu and Kashmir this year as it feels that the state can do with less central forces. It also said that amendments to the Armed Forces Special Powers Act (AFSPA) are still on the table and hopes the committee of the Unified Headquarters in the state declares some areas in the state as "not disturbed" to make the controversial law redundant in those parts.
