Strike paralyses work in govt offices, PSUs
4/3/2010 11:56:25 PM
EARLY TIMES REPORT JAMMU, Apr 3: The second round of talks between the Cabinet Sub-Committee and agitating employees today remained ‘inconclusive’ with the latter announcing to continue their strike till logical conclusion. The Cabinet Sub-Committee, which held talks with employees’ factions separately, could do nothing but to reiterate its commitment to fulfill its promises made to the employees and to appeal them to call off their strike.     Meanwhile, normal work in all government offices and Public Sector Undertakings (PSUs) remained paralysed across the State on the first day of four day strike call given by the Employees Joint Action Committee (EJAC). While the Non-Gazetted Civil Secretariat Employees Association has declared to observe strike on April 5 and 6, another faction of employees, Joint Consultative Committee (JCC) has called for seven days strike from April 6. The talks between Cabinet Sub-Committee and 12-member delegation of Non-Gazetted Civil Secretariat Employees Association, which started at around 6:00 p.m, lasted for over one hour but no breakthroug...

‘Defective’ electoral rolls: Voters in quandary
(In Focus)
4/3/2010 11:46:33 PM
EARLY TIMES REPORT JAMMU: A potential candidate found missing from the voters list and a dead person’s vote being cast in other’s name in the electoral process of the state is a common feature that Jammu Municipal Corporation (JMC) should feel embarrassed of. Anyhow nothing of the sort has changed with the system as JMC’s mordant attitude continues unabated and people’s hue and cry keeps striking shrieking echoes, but on deaf ears only. Decades after also since there has been government’s claim to rehash (revise) the voter lists of the candidates to include them “fairly” into the rolls, nothing effective has been visible except the administration’s monotonous recycling of the event...

Employees’ retirement age issue: Coalition-a divided House
4/3/2010 11:46:06 PM
EARLY TIMES REPORT JAMMU, Apr 3: Even as the state government has successfully managed to bring consensus among different political outfits vis-à-vis sending an all party delegation to the Centre seeking its financial aid for payment of sixth pay commission arrears, the ruling coalition is still a divided House over the employees’ demand of enhancement of retirement age. If sources are to be believed, the members of ruling coalition partners, National Conference and Congress, who participated in the All Party Meet called by the Chief Minister Omar Abdullah, had expressed different views over the demand of increasing the retirement age from 58 to 60 years. Bharatiya Janata Party (BJP)...

NC official "Media Cell's" pick & choose way annoys all
4/3/2010 11:45:42 PM
EARLY TIMES REPORT JAMMU, Apr 03: Functioning in an arbitrary manner, the state information department has virtually turned into an "official" Media Cell of the ruling National Conference. Instead of logics, the department is guided by personal opinions and biases while issuing advertisement to local newspapers. While the "official" newspapers receive more advertisement, those who highlight deficiencies of the NC-Congress government, systematic efforts are being made to relegate them to the wall. There are several instances when the upcoming newspapers have been discriminated against, but on March 04 last, a multi-colour advertisement was issued to only one or two local dailies. ...

STARK REALITY

RUSTAM EARLY TIMES REPORT JAMMU, Apr 3: Bar Association Jammu (BAJ) deserves kudos. Ever since March 8, when the People’s Democratic Party (PDP) legislator was allowed by Congress leader and Revenue Minister Raman Bhalla to introduce the fundamentally bad, draconian and anti-women Permanent Resident (Disqualification) Bill (PRDB) in the Legislative Council, the BAJ has been organizing programmes after programmes to register its protest against the bill and demanding its withdrawal.
