| No breakthrough: Talks remain inconclusive | | Strike paralyses work in govt offices, PSUs | | |

JAMMU, Apr 3: The second round of talks between the Cabinet Sub-Committee and agitating employees today remained ‘inconclusive’ with the latter announcing to continue their strike till logical conclusion.
The Cabinet Sub-Committee, which held talks with employees’ factions separately, could do nothing but to reiterate its commitment to fulfill its promises made to the employees and to appeal them to call off their strike.
Meanwhile, normal work in all government offices and Public Sector Undertakings (PSUs) remained paralysed across the State on the first day of four day strike call given by the Employees Joint Action Committee (EJAC). While the Non-Gazetted Civil Secretariat Employees Association has declared to observe strike on April 5 and 6, another faction of employees, Joint Consultative Committee (JCC) has called for seven days strike from April 6.

| Woman arrested for running abortion clinic | | | |

JAMMU, Apr 3: A retired health worker, allegedly running an abortion clinic at Akhnoor, about 23 km from here, was today arrested by police for her alleged act of carrying out female foeticides.
Police raided the clinic of Surinder Kampaini, which she was running in a rented building in Ward No 6 of Akhnoor, and arrested her. Police sources said she was running the abortion clinic after her
retirement about five to six years back. She charged between 5,000-10,000 rupees for each abortion, the sources added.
At least eight women were also found in her clinic at the time of the police raid. All of them had come for the selective sex abortion.

Jammu, Apr 3: Two brothers were injured today when an explosive device went off in the forest area in Rajouri district, a police spokesman said here.
The two brothers, both minors, had gone to graze their cattle in the forest area of Tain in Nowshera, about 130-km from here, found a ball like device, he said adding the device exploded when they fiddled with it.
Nisar Ahmed and Liaqat Ahmed of Thaka village in Nowshera received splinter injuries and were evacuated by police to nearby health centre.
They were later shifted to Government Medical College (GMC) hospital here for specialised treatment, the spokesman said.

In an alleged act of "extortion", a 42-year-old printing press owner was beaten and his wife manhandled by a police Inspector at Phinter in Billawar, Kathua, Friday night.
Police, however, categorically refuted the extortion allegation, saying the printing press owner was booked as he was involved in a brawl with another man.
Onkar Singh (42), who runs a printing press at Phinter, also owns a dhaba in the area. With multiple injuries and a broken arm, he was admitted to the GMC Hospital here.

New Delhi, Apr 3: Ahead of External Affairs Minister SM Krishna's visit to Beijing, India Saturday asked China to stop the practice of issuing stapled visas to Indians from Jammu and Kashmir and said Beijing should be sensitive to New Delhi's "core concern" on this issue.
"We have asked the Chinese side to do away with dual visa policy policy," Gautam Bambawale, joint secretary in charge of China and East Asia in the external affairs ministry, told reporters here.
