Contender for CCF Kashmir, Qayoom Khan fired for ‘malpractices’ in Doda tenders
Ahmed Ali Fayyaz5/1/2011 12:50:27 AM
SRINAGAR, Apr 30: It is a matter of never-to-be-conducted investigation whether he was fired for “malpractices” in tenders for extraction and transportation of timber in Doda district or for any other reason. Officials holding key positions in the state Forest sector, however, insist that the union Health Minister Ghulam Nabi Azad’s relatives played key role in removing Abdul Qayoom Khan as Managing Director of J&K State Forest Corporation (SFC) earlier this month. Qayoom Khan, whose year of induction into IFS is 1986, was shifted in the minor reshuffle as MD SFC on April 20th, without any mention of his posting in the Government order. He was replaced by Director Soil Conservation, Abhai Kumar. IFS-1983. Khan’s unceremonious shifting from the prize posting, 10 months short of his retirement, has surprised many in Forest sector as he was known to be strong contender for the key position of Chief Conservator of Forests (CCF) Kashmir. With many in Forest Department expecting Qayoom to take over any time, Manzoor Ahmed Khan, IFS-1986, has been holding the charge of CCF Kas...

SFC "fraudulently" gave NoC to Wani to make him eligible to contest polls in 2002, says SAC probe
BHARAT BHUSHAN5/1/2011 12:49:29 AM
Early Times Report JAMMU, Apr 30: A state accountability commission (SAC) probe has established that SFC high-ranking officials had in 2002 fraudulently issued a no-objection certificate (NoC) to Abdul Majid Wani, which made him eligible to contest assembly polls from Doda assembly segment, when a whopping Rs 177 lakh liability had been found against him by district and sessions judge Dev Raj Sharma as an arbitrator in the case. The SAC inquiry was conducted by deputy inspector general (DIG) of police, Gulzar Singh Salathia. "During the course of inquiry, it was established that Roop Lal Bharti, who was MD SFC in 2002, FA and CAO Janak Singh and deputy financial advisor (DFA) Sant Ram,...

Suspended BJP MLAs organize parallel political activities
Consolidation support base separately…..?
5/1/2011 12:47:44 AM
Early Times Report Jammu, April 30: Post cross voting shocks even as the state unit of BJP has put its routine political activities on fast track, the dissident camp of 7 suspended MLAs too have engaged themselves in what can be seen as the parallel activities, undeterred about the implications and political fallout in terms of what looks like complete defiance of the party leadership. Over two weeks on, though the dust has settled on the cross voting controversy the 7 MLAs who were identified to have indulged in the act are not behaving as the ‘guilty’ lot. Instead, losing no time they too have embarked upon in the programmes in their own constituencies and areas apparently to s...

Why oppose demand for CM from Jammu?
`Kashmiris were better placed during Dogra rule’
5/1/2011 12:46:16 AM
Early Times Report Jammu, Apr 30: A former Plebiscite Front (PF) member’s son , Ghulam Muhammad Khan admits Kashmiris were better placed during Dogra rule. According to him, Kashmiris should not oppose Jammu Bar association’s demand for a Chief Minister from Jammu. Pertinent to mention, the BAJ put forth this demand last week during their meeting with New Delhi’s nominated interlocutors on Jammu Kashmir. Khan said Maharaja Hari Singh did not believe in preventive detention laws. “He allowed judiciary to flourish. There were no fake encounters and no enforced disappearances”, he said. On the contrary, Khan said, Sher-e-Kashmir framed the `draconian’ Public Safety Act (PSA) after as...

Govt.gives opportunity to separatists & PDP for claiming victory
Revocation of Dogra certificate order --------------------------------------
5/1/2011 12:45:28 AM
Early Times Report (Behind the veil) Jammu,April 30:-Besides the separatists even the PDP,which is considered as mainstream opposition party, have started claiming credit and victory for having forced the ruling coalition in Jammu and Kashmir to revoke the Dogra certificate issuance procedure. In this connection two questions seem to bother majority of people in the Jammu region. "Is the revocation of the Dogra certificate a victory for the Kashmiri separatists and the valley centric PDP"?"Is rescinding of the Dogra certificate procedure a defeat for the Jammuites and the nationalist forces"?These are the two questions that bother those Jammuites who, over the years, have been berati...

BJP has forfeited all rights to criticise NC & Congress
Recapturing Lost Space
5/1/2011 12:43:32 AM
STARK REALITY RUSTAM EARLY TIMES REPORT JAMMU, Apr 30: The state unit of the BJP still believes that it can recapture the political place it lost on April 13, when elections to six seats in the J&K Legislative Council were held. The BJP leadership also perhaps believes that it can mobilize public opinion by raking up nation-centric or Jammu-centric issues. It is obvious that the state BJP leadership is living in a fool’s paradise. It just can’t recapture the political ground it lost on April 13. Nor can it mobilize public opinion anymore by raking up nation-centric issues. Yesterday, the party president, who has lost his moral authority and has no say whatever in the party affairs, c...

Dogra Certificate
5/1/2011 12:40:02 AM
MINCING NO WORDS NEHA EARLY TIMES REPORT JAMMU, Apr 30: Kashmiri separatists like Syed Ali Shah Geelani and Mirwaiz Umar Farooq have described the revocation of the March 25 Dogra certificate order as the “collective victory of Kashmiris” and asserted that they would achieve their ultimate goal as well if the Kashmiri Muslims continue to behave in the manner they behaved after March 25, when the Revenue Department issued the said order. The separatists have reasons to smile, notwithstanding the fact that the revocation of the March 25 order doesn’t mean any setback for the Dogras of Jammu province, as the revocation of the order has not altered even slightly the position as it existed ...

Sunil Dimple, President, JWAM, Jammu:
5/1/2011 12:29:24 AM
There should be no curtailment in Amarnath yatra rather it should be a full year affair. SASB cannot decide the period of yatra; it is for the people to decide. Govt. and SASB is succumbing under the pressure of separatists like Geelani and others. I see a big conspiracy on the part of those who are at the helm of affairs and no body should be allowed to play with the sentiments of people. ...
