For central organisations which include Banks, Passport offices and other important institutions, a photocopy of bank account in a nationalised bank is given credence over Permanent Resident Certificate (PRC).
In Jammu and Kashmir, PRC is a must for those seeking jobs. Beyond thi...
| | Omar to contest from Sonawar | But who cares for Farooq Abdullah | | Neha
JAMMU, Aug 24: It's not that NC in which Farooq Abdullah's writ used to run. He has virtually lost his control over the party. It is an altogether different NC. It is NC in which Farooq Abdullah can only propose. It is for working president of the NC and J&K CM Omar Abdullah and members of his coterie who take the final decision. They are the chief determinants. Farooq Abdullah's brother and sitting MLA from Hazratbal, Mustafa Kamaal, also has little or no say in the party. His position is very weak in the party. It is Tanir Sadiq, Junaid Azim Mattu and Nasir Aslam Wani who really matter in the NC of Omar Abdullah. The likes of Ali Mohammad Sagar appear to be compulsions. That was t...

| | Coalition compulsions lead to institutional decay | | | Bashir Assad
Srinagar, Aug 24: In a situation of institutional decay and personalization of power in NC-Congress coalition, the biggest causality is the principal of collective responsibility of the state cabinet.
The compulsions of coalition have led the state to a point where the official corruption is going unnoticed. The coalition ministers have been asserting in opposite directions which is proving biggest incentive for official corruption and hence the institutional decay.
A fit case for example is the posting of non-technical and unqualified persons against the technical posts.
