Jammu, Aug 19: The pick and choose policy is ruling the roost in Agriculture Production Department as a good number of "blue eyed" juniors have been promoted over the seniors in violation of norms, at the behest of the Minister.
Sources informed Early Times that some blue eyed officers of Agriculture department have been promoted reportedly on the instructions of the Minister Ghulam Hassan Mir in utter violation of seniority and norms, leaving the seniors humiliated as they have to report their juniors, who have been promoted to senior positions by greasing the palms of higher ups.
According to seniority list of officers, Sudesh Koul, with serial seniority number 123, is top in the list of officers, but SS Jamwal with seniority number 126, who is three steps junior to him, was appointed as Director Agriculture Jammu, in violation of norms. Sudesh Koul who is in the top of seniority list is given the post of Joint Director, a post lower in grade than Director.

But on Tuesday when Union Human Resources and Development Minister Smriti Irani arrived here to address a Karyakarta sammelan the entire media was barred from covering the function.
