SRINAGAR, Jan 14: 1977-batch Indian Administrative Service (IAS) officer from Delhi, Mr Madhav Lal, is being relieved from the Central deputation and appointed as new Chief Secretary in Jammu & Kashmir. Presently posted as Additional Secretary and Development Commissioner in Union Ministry of Micro, Small and Medium Enterprises, Madhav Lal happens to be the senior most IAS officer in J&K Cadre after the superannuation of Chief Secretary Sham Singh Kapur on 31-01-2011 and his immediate follower Sameul Varghese on 28-02-2011.
Highly placed government sources told Early Times that the State Cabinet, which met today to select the new head of the bureaucracy, considered the names of three of the senior most IAS officers, namely Madhav Lal (1977), Pervez Dewan (1977) and Anil Goswami (1978). A labourer was killed and four others, including two women, were wounded critically after the side wall an old bridge caved in on them at Daksal in Akhnoor.
Police sources said the work on a bridge on the Akhnoor-Rajouri link road was under progress at Daksal near Akhnoor under the GREF supervision.
The old bridge also existed nearby. Sources said while the labourers worked on its side wall for the new bridge expansion, it caved in on them, resulting in the instant death of a labourer and serious injuries to four others.

NEW DELHI : The Government is considering reducing the strength of security forces deployed in Jammu and Kashmir by 25 per cent as a confidence building measure.
Home Secretary Gopal K Pillai also said that India was planning to unilaterally issue six-month multiple entry permits for people of Pakistan-occupied-Kashmir (PoK) wanting to visit Jammu and Kashmir through the Line of Control (LoC).
“As a confidence building measure in Jammu and Kashmir, the strength of the security forces would come down by 25 per cent. We would like to reduce it as soon as possible depending on the ground situation,” he said addressing a seminar at Jamia Milia Islamia University here.

JAMMU, Jan 14:
A woman was gangraped by six youth in a minibus at a secluded place at Barn village, about 15 km from here on upper Akhnoor road, Thursday night. Five of the accused had been arrested and put behind the bars. They were identified as Balwinder Singh of Barn, Sukhdev Singh of Kangar, Bhalwal, Mohammad Sadiq of Barn, Purshotam Kumar of Karwanda and Mohammad Javed of Barn.
The sixth accused, whom police sources identified as Sohan Lal of Barn, was absconding.
Sources said the woman, who originally hailed from Doda, was at present putting up at Digiana with her husband. Yesterday, she came to her friend's house at Bantalab on the eve of Lohri.
