A case of victim's victimisation: Woman | ASP abused by DSP, attached by govt | | BHARAT BHUSHAN
JAMMU, Dec 12: It is indeed a case of victim's further victimisation. Additional SP (ASP) Anita Sharma was Saturday abused and humiliated by her junior, DSP (headquarters, Reasi) Mohammad Aslam Choudhary in full public view at a NC rally in Reasi town. While the latter was put behind the bars for showing "indiscipline", the lady officer was too punished, with government ordering her immediate attachment with IGP's office.
Though she was the victim, the government virtually made her accused by ordering her attachment.
She was the only woman field officer in the region and ought to have been encouraged to discharge her duties without fear and any political pressure. The gove...

| | Amid worrying infiltration time, good news is ‘inter, intra-gang’ rivalry between militants | | | BHARAT BHUSHAN
JAMMU, Dec 12: The number of infiltration bids goes up every year in Jammu and Kashmir during the onset of winter and before the blocking of mountain passes with snow. So, the initial days of the chill here are the worrying time for troops but this winter, as of now, there is a good news too: inter and intra-gang rivalry between militants has deepened.
Before it starts to snow and the mountain passes here are covered with the white blanket, infiltrating groups of militants make bids to pass through them. Their effort is to be on this side of the border to keep the pot boiling. As, this is the tactics they have been adopting for the past 20 years now, border troops plug all...
| | But where are the halls to house silver screen? | Of Farooq's cinema talk | | Early Times Report
Jammu, Dec 12: Former Chief Minister, Dr Farooq Abdullah last week talked about opening cinema halls to `attract tourists'. He evoked severe criticism from the separatists and the clergy. An angry Farooq responded by saying that Jammu Kashmir was a secular state. However, amid this high drama, the commoner raised the most important question. Where are the cinema halls?
The cinema halls were closed down in 1990 when insurgency gained momentum. In 1996 the Farooq led NC regime tried its best to open the cinema halls. A few were opened. However, the halls had to be closed down for want of business and security. The posh Broadway had to wind up as no viewers were availa...
| | Administrative set-up in ‘disarray’, discipline takes back seat | Compounding J&K’s developmental woes? | | Syed Junaid Hashmi
JAMMU, Dec 12: Administrative set-up of Jammu and Kashmir government seems to be in ‘disarray’ and ‘discipline’ has virtually taken a back seat.
Those in the higher echelons of power are content with ordering probes and constituting commissions but even this has failed to create impact on ground. Historic precedence of senior IAS officers holding important positions in the civil secretariat has been replaced with new found mantra of ‘asking local officers to contribute in well being of their state’ and allowing ‘non-locals’ to go either on leave or on central deputation.
Chief Secretary Madhav Lal made several efforts to get some of the ‘deputation IAS officers’ back...

| | Transfer of registration powers to revenue officials fraught with dangerous ramification | Lawyers' Strike | | NEHA
JAMMU, Dec 12: There is an impression that the Jammu lawyers are on the warpath to protect and advance further their financial interests and that this is the fundamental objective of their movement against the NC-Congress coalition government's sudden decision to transfer registration powers from the judiciary to the revenue officials. This appears to be a wrong impression. Actually, the concerned and awakened lawyers are fighting for the cause of the people. It is indeed appreciable that they have understood the game-plan of the state government and taken the plunge to surmount the problem the people would face at the hands of the revenue officials at the time of getting re...
