Coalition wins country, loses Valley | Cong, NC enact drama to fail Guru resolution; Ministers join ruckus; Speaker calls it 'fish market, adjourns Assembly | | Ahmed Ali Fayyaz
SRINAGAR, Sept 28: In what appeared to be a shabbily scripted political drama, the ruling coalition of Congress and National Conference (NC) today defeated the independent MLA, Engineer Rashid's resolution seeking clemency to the Parliament attack convict Afzal Guru, in Legislative Assembly. After the Congress and BJP repeatedly turned the House into a 'fish market' and others---NC, PDP, CPM and NPP---watched the ruckus like mute spectators, Speaker adjourned the proceedings for a day.
Histrionics marked the very beginning of the day's proceedings as all the MLAs and almost all the Ministers of Congress party got up at the Speaker's arrival at 9.30 a.m. and began shouting high-pitch slogans. Without any reason and provocation, they kept yelling for dismissal of the BJP...

Stage for conscience vote was set in 1969 by Indira Gandhi | | | Early Times Report
JAMMU, Sept 28: When National Conference President and Union Minister, Dr Farooq Abdullah, suggested to his party legislators to vote as per their conscience on the private member's resolution seeking House support for clemency to Afzal Guru, his suggestion was not something that could be treated as a unique political experiment.
Since it was a private member's resolution its defeat or otherwise on the floor of the House could have no impact on the survival of the coalition Government the NC leadership felt that there was no need for issuing a whip to its party legislators.
In fact the NC leadership is said to have been willing to see the resolution adopted by the Hous...
| | NC director, Cong & BJP actors, says Mehbooba; NPP demands dissolution of assembly | Bill On Guru: NC-Cong Exposed -- I | | Rustam
JAMMU, Sept 28: It is good that the private member's bill seeking clemency for the parliament attack convict Afzal Guru collapsed even before it was placed on the floor of the assembly for discussion and decision. However, one has to keep his/her fingers crossed because it would be suicidal to take the collapse of this highly controversial and divisive bill as a final victory. The Kashmiri leadership could play a mischief anytime. This is a strong comment but, then, the bulk of Kashmiri leadership has always acted in a fashion that has created serious doubts in the minds of the general public about their intentions.
Anyway, today's story in Early Times "Assembly to discuss bill on...

JAMMU, Sept 28: The Congress Party is in a quandary over the private member's resolution demanding clemency to dreaded terrorist Afzal Guru who is involved in attack on Indian Parliament in 2002.
Though Party in the heart of hearts was not in favour of bringing the resolution in the House but under the coalition compulsion it could not voice its concern publicly or oppose the bringing of resolution in the House as its major coalition partner National Conference was interested in the same.
According to sources the Congress in the inner party circles has taken serious exception to NC's stand on independent MLA Engineer Rashid's resolution and the Party state president a...

| | Yesterday the number was 2, likely to increase in the coming days | Assembly For Jammu | | Neha
JAMMU, Sept 28: The NC and the PDP have virtually converted the J&K legislature into a forum for discussion on issues other than democratic and economic as well as issues of governance or people-centric issues. It would be no exaggeration to say that these two parties have converted the J&K legislature into Kashmir legislature where Kashmir and Kashmir-related issues and centre-Kashmir relations alone are discussed, with Jammu and Ladakh getting little or no attention. It has been the case since November 2002, when the PDP, in collaboration with the Congress -- which has consistently exposed itself and its weaknesses, including its inability to hold its own against those in Kashmir o...

| | Appeal to Hon'ble speaker by Shri Chaman Lal Gupta BJP MLA | | | Sir,
I had raised a question during the last session of the state assembly seeking a reply from the government regarding the decision to stop government advertisements to the daily Early Times published from Jammu.
I had also spoken about the highhandedness of the government and its arbitrary, whimsical dispensation regarding distribution of official advertisements to the various newspapers published in the state.
Despite repeated requests, the state government did not come forward with any reply to my question and the result has been that through its decision to ignore my question the state government has covertly accepted that it does not have a reasonable answer to my question.
