1/19/2011 12:25:48 AM
Early Times Report JAMMU, Jan 16: Jammu & Kashmir Chief Secretary, Sham Singh Kapur, did not succeed in getting a post-retirement rehabilitation at Sher-e-Kashmir Institute of Medical Sciences (SKIMS). Reaching superannuation on January 31st, this 1974-batch IAS officer from Himachal Pradesh, who has already completed over 36 years of his service in J&K, is now trying best to get a top level post-retirement extension of five years to his service. He is, however, paying a price to achieve the goal. Kapur is leaving no stone unturned to garner support from different political parties and the Centre to grab the plum position of Chief Information Commissioner (CIC). A three-member committee, comprising Chief Minister Omar Abdullah, PDP President Mehbooba Mufti and Deputy Chief Minister Tara Chand is scheduled to select J&K's first CIC and two Information Commissioners in a meeting here on January 27th. According to well connected sources, former Income Tax commissioner, Ghulam Rasool Sofi, is among two retired officials who are currently lobbying for the two positions of Information ...

Cause of Worry: Dealing with crime, some cops shifted to other side to make quick money
1/19/2011 12:25:05 AM
BHARAT BHUSHAN JAMMU, Jan 18:The arrest of J&K police cop Zafar Iqbal at Kapurthala in Punjab yesterday has brought into focus i) the fact that state is fast emerging as a transit point for narco-smugglers and ii) the feeling that while dealing with crime, some cops take a chance to cross the line to the other side and join hands with law-breakers to make quick money. This is a cause of worry for all. Even more worrisome is that the vast drug smuggling network could be overlapping with a wider gang active in smuggling weapons and hawala money into the country. Zafar, Irshad, Kewal Singh and Zorawar Singh were Monday captured by Punjab police at Kapurthala for possessing superfine...

What have Chief Ministers from Valley done for them?
1/19/2011 12:18:09 AM
Early Times Report Jammu, Jan 18: Contrary to popular belief in Jammu, the commoner in the Kashmir Valley is not averse to the idea of a fresh delimitation commission that would provide additional Assembly seats to the Jammu region. Citing the history of what he called state oppression, Ghulam Muhammad Khan, the son of a former activist of the Plebiscite Front who earns a living at his Maharaj Gunj shop said: "What have Chief Ministers of Kashmiri origin done for the hapless Kashmiri? When Sher-e-Kashmir assumed power in 1975, it took him just three years to frame the dreaded Public Safety Act (PSA). This legislation has been recklessly and indiscriminately used to crush dissent. Even boys...

NC losing mass contact, grip on ground….?
1/19/2011 12:17:33 AM
EARLY TIMES REPORT Jammu, Jan 18: A sizable number of the leaders in J&K Congress delegation who met party stalwarts in New Delhi recently apart from other issues alleged there was domination by the ruling partner NC not only in matters of governance but also in terms of functioning of two parties at the political level. The bottom line of the allegation was NC cadres and workers do not let Congress workers carry on with their activities, instead they promote their own political interests everywhere. As a ruling party, NC leaders and office bearers have been seen on the forefront, everywhere , but it has served no purpose for the party as a whole. A reality check however, shows NC is act...

In a hopeless situation judiciary came to the rescue of CRPF
1/19/2011 12:16:54 AM
RUSTAM EARLY TIMES REPORT JAMMU, Jan 18: Another fundamental reason that compelled the petitioners to seek the intervention of the Jammu and Kashmir High Court was the virtual refusal of the Commission of Inquiry to supply the certified copies/photo copies of the relevant papers, including documents/depositions/affidavits etc. on the basis of which the Commission of Inquiry reached a "prima facie conclusion" that the CRPF was involved in the incidents of firing and issued notice to the CRPF on December 21, 2010. Their argument was that it was impossible for them to rebut the charges unless they examined the said records. The refusal on the part of the Commission of Inquiry to supply to th...
