'Nod 'to panchayat polls on non party basis……. v'Disagreement' on chairmen for district boards

EARLY TIMES REPORT Jammu, Nov 22: In what appears to be the state heading for Panchayat polls on non party basis, the cabinet today almost gave a go ahead signal for the same with members from both the allies NC as well Congress willing to hold it as early as possible. "The polls for first two tiers shall have to be held without further delay…..unanimity prevailed at least on this front among all the ministers", said a senior cabinet minister . The issue of Panhayat elections came up for threadbare discussion during the cabinet meeting held today after nearly three weeks of gap. It is worthwhile to mention that this period suddenly saw announcements and assurances by the ruling partners as also willingness expressed by the government itself that panchayat polls will beheld very soon. While Congress has already been pressing for contesting the election on non party basis, the NC also appeared to have agreed to this, sources said that unanimity was expressed by both the partners on this. In a significant decision that was awaited for quite some time, the Omar Abdullah led state cabinet today gave a formal nod to the Surrender cum Rehabilitation policy aimed at facilitating return of the youth who had crossed over to Pakistan Occupied Kashmir (POK) from 1989 onwards for receiving arms training under various banners of militant outfits. The contractors and other agencies which had been allotted the construction of roads and drainage system have abandoned the work after the strike hit the Valley in June this year. EARLY TIMES REPORT JAMMU, Nov 22: After losing his mother in the militant attack on his house Sunday night, STF Headconstable Qasim Din plans to shift his family to Kishtwar town. "I am seriously thinking of shifting my family to Kishtwar to ensure their safety," he said today. There is no guarantee that militants will not return to harm my family. EARLY TIMES REPORT JAMMU Nov 22: Five persons were today arrested by police in Rajouri for bringing Ambuja cement from Punjab in contravention to the J&K sales tax (ST) rules. Criminals try to encroach land at Bari Brahmana

EARLY TIMES REPORT JAMMU: Five alleged criminals today made an abortive bid to encroach upon a piece of land at Rajiv Nagar in Bari Brahmana near here. Police sources said Kalu, Raju, Turli, Shabir and Munshi, all residents of Bari Brahmana, today came to Rajiv Nagar along with a JCB and allegedly tried to encroach upon the land belonging to one Sharief Mohammad. When Akshay Kumar, a local, intervened, he was severely beaten by the accused, the sources added. Sources said when more local people gathered there, the accused fled the spot and took the JCB with them. Though police had registered a case against the accused, they were yet to be apprehended....
