SRINAGAR, June 7: In a potential disappointment to the Valley's separatist leadership, Prime Minister Dr Manmohan Singh today extended a fresh offer of dialogue to "all those who are against violence and terrorism" in Jammu and Kashmir and made it unambiguously clear that Government of India would deal on Kashmir and other issues with the Pakistani Prime Minister, Syed Yousaf Raza Gilani. He asserted that 26/11 terror strikes on Mumbai had a negative bearing on the entire gamut of dialogue between New Delhi and Islamabad but expressed optimism that there would be substantial improvement in the wake of fresh reassuring commitments from Pakistan.
Contrary to wide speculations of inviting the separatist leadership to a formal process of dialogue, Prime Minister said that New Delhi was ready to talk to all sections of the population in Jammu and Kashmir but only those "who are against violence and terrorism" would be involved. | 7 flights diverted, around 12 delayed | | | | AGENCIES
NEW DELHI, June 7: Seven flights, including an international one, were today diverted and around 12 others delayed due to restrictions at the IGI airport here for Prime Minister Manmohan Singh's departure to Srinagar.
Six domestic flights - three from Mumbai, one each from Bangalore, Chennai and Lucknow-- were diverted to Jaipur airport, while a Thai Airways flight (TG-323) from Bangkok was diverted to Amritsar airport as Delhi's airspace witnessed congestion due to the scheduled departure of Prime Minister's plane to Srinagar between 10 am and 11 am, sources said.

SRINAGAR, June 7: Mobile services across Kashmir valley were suspended in view of Prime Minister Manmohan Singh's two-day visit to the state with service providers citing security concerns as the reason.
Almost all the mobile service providers including Bharat Sanchar Nigam Limited, Bharti Airtell, Aircell and Vodafone blocked the cellular service at around 11:30 am today, 15 minutes prior to the arrival of the prime minister here, official sources said.
The non availability of mobile services added to the misery of residents as restrictions like curfew and strike had closed the city.
The worst affected were tourists and those associated with the media.

JAMMU, June 7: The cash-starved state's precarious finances have deteriorated further with liabilities crossing the whopping Rs 24,275 cr mark.
This constitutes 70 per cent of the gross state domestic product (GSDP) and includes public debt.
This has been stated by principal accountant general (PAG) DJ Bhadra in his report on the review of state government's accounts.
"Liabilities of the state government increased by Rs 2,920 cr from Rs 21,355 cr in 2007-08 to Rs 24,757 cr during 2008-09," the report said.
Public debt also increased by Rs 2,245 cr from Rs 14,226 to Rs 16,471 cr, it added.

RAJOURI, June 7: The Khadi and Village Industries Board (KVIB) here is alleged to have turned into a hub of corruption. While a nexus between KVIB and bank officials was alleged to have taken roots, agents were charging hefty commissions from the unemployed youth for getting their loans sanctioned.
In some cases, subsidies had allegedly been withdrawn by agents from banks against the loans which were yet to be sanctioned. It was found lying in an injured condition by some locals in Dandsar forests last week. The locals had brought the matter to the notice of wildlife officials, who had then shifted the animal to the Manda zoo for its treatment, official sources said.
