SRINAGAR, Feb 20:: In apprehension of an interim order, freezing the use of state flags and operation of ‘discretionary grants’ by political leaders enjoying the status of a Minister or Minister of State, on March 5th, Government is disputing State Accountability Comm-ission’s authority of impleading Chief Minister and other state functionaries suo moto. Govern-ment’s legal luminaries have discovered prude-nces in previous regimes, as also in the union government, but a substantive law that governs ‘Ministers without oath’ and shall be pivotal in SAC’s proceedings about the CM’s advisors and heads of various statutory boards, is still missing.

Jammu, Feb 20: The State government by giving ministerial status to nine-people appears to have violated the State Constitution which has imposed ceiling on the number of the Ministers.
It's already in a fix after the notice by the State Accountability Commission over these appointments and has asked for an inquiry into it.
After the 91st Constitutional Amendment the total strength of the ministers in the State can't be more than 25 including Chief Minister.
The Constitutional Amendment was adopted in the State Consitution.

Jammu, Feb 20: The Chief Minister was in news last week because of his advisors. The State Accountability Commission (SAC) put him on notice for appointing his advisors `in violation of constitution and all set norms'. According to SAC the appointments are political and without any lawful sanction.
