JAMMU, Apr 23: Cat is out of the bag. Senior Congress leader and former Cabinet Minister, Abdul Gani Vakil, on Tuesday had left none in any doubt that the Congress and the NC are on the same bed and that both the parties are out for a regime that limits the jurisdiction of New Delhi over Jammu & Kashmir to just three subjects - foreign affairs, defence and and communication - and empowers the Kashmiri leadership to not only enjoy unbridled legislative, executive and financial powers but also empowers it to re-establish in the state a local oligarchy, with common people having no right in the governance of the state.
