Govt showcases SAC but doesn't have staff for it | Law Secretary sleeping over repeated requisitions; all key posts vacant | | Ahmed Ali Fayyaz
SRINAGAR, Oct 13: Omar Abdullah-led coalition government may rightfully claim credit for reviving the defunct Jammu and Kashmir State Accountability Commission (SAC) with the appointment of its Chairman and a Member. However, Law Department's cold-shouldering of repeated requisitions from the SAC and failure to provide staff to the accountability watchdog have raised serious doubts about the Government's will to make the Commission functional.
SAC was created in 2003 after Mufti Mohammad Sayeed's PDP-Congress coalition government made a legislation with the support of then principal opposition party National Conference in 2002. It took Mufti's government nearly two years to appoint SAC's first Chairman in 2005. However, within a year, Justice RP Sethi tendered his resignation due to a host of reasons. Later, two of its members---G L Raina and Mohammad Muzaffar Jan--- conducted some business but the Commission became fully non-functional with the retirement of its last member, namely Justice (retd) Muzaffar Jan, in 2008-09.

JAMMU, Oct 13: Even as Bhaderwah remained tense today after the yesterday's objectionable and unwelcome remarks on a particular religion by a woman lecturer of government degree college in the town, with both the communities observing a complete bandh, Doda deputy commissioner Farooq Ahmad Khan ordered a magisterial probe into the incident.
The bandh was complete and there was no business activity in the town. Educational institutions and government offices also remained closed. The day, however, passed off peacefully as no untoward incident was reported from anywhere. Police and CRPF had made tight security arrangements to deal with any situation.

| | Have Interlocutors compiled their 'wish list'…..? | Nothing 'out of box', everything from 'within the box'.......! | | Early Times Report
JAMMU, Oct 13: The cat is finally out of the bag but it has sprung no surprise nor 'impressed' any quarters as yet. Entire contours of the Interlocutors' report which stands submitted to Union Home Minister P Chidambaram are not yet known, but the curiosity and some amount suspense with regard to recommendations has been punctured with an air of disappointment, at least in the political corridors in Kashmir where some hype and hope was pinned on it.
On the face of what has come as 'highlights' of the report, it appears to all concerned that interlocutors have complied the 'wish list' for which there are no takers nor anyone seems to be too happy or satisfied as som...
| | Justice seems a distant dream | NC worker's killing | | Early Times Report
JAMMU, Oct 13: After hogging the headlines for a week, National Conference worker, Syed Yusuf's death is no longer a news the protests of Peoples Democratic Party (PDP) notwithstanding. And with the people as indifferent as they were on the September 29 when Yusuf was `killed', justice for the deceased NC worker's family seems a distant dream.
The PDP registered protest today near its headquarters in the summer capital. An effigy of the government was `greeted' with a garland made from currency notes to depict the level of corruption that has been eating into the vitals of the beleaguered state.
Yusuf's death caused a political storm in the Legislative assembly forcin...
| | Use of tinted films on vehicles continues, police mute spectator | | | Early Times Report
JAMMU, Oct 13: Black-tinted films, in violation of traffic norms, are being used on vehicles here.
Caring two hoots for the established rules, the violators also seem to be indifferent towards the fact that the state was grappling with menace of cross-border terrorism.
As per the rule book use of dark, black or reflective glasses in vehicles is not permitted. As provided in Rule 100 of Central Motor Vehicle Rules 1989, the glass of windscreen and rear window of motor vehicles should have a visibility of at least 70 per cent and that of side windows a minimum visibility of 50 per cent.
It important to mentioned that the most of the Ministers and bureaucrats have their ...

JAMMU, Oct 13: Interlocutors Dileep Padgaonkar, Radha Kumar and M M Ansari submitted their report yesterday. They had been mandated by the Union Government to suggest a roadmap that could surmount the problems facing the state and the time at their disposal was twelve months. They completed their job on time and submitted the report exactly on the day the deadline ended. They need to be complemented for the simple reason that they did not seek extension, something unusual.
The report is not yet in public domain. Reports suggest that the report of the interlocutors would be made public after it was discussed by all the political parties in a meeting to be convened by the Union Home ...

JAMMU, Oct 13: It was to happen and it did happen yesterday when the enraged three young men barged in the chamber of Prashant Bhushan and slapped him, pulled his spectacles, beat him and kicked him. Bhushan is a prominent member of Anna Hazare's team. Those who roughed up and beat Bhushan didn't bemoan what they did to him. They defended whatever they did and said they were ready to face the consequences. They asserted that they would do what they did to Bhushan again and again if they do not reform themselves. One of three young men has been arrested and, according to Union Home Minister, others would be arrested soon.
What had provoked these young men to take an extreme action aga...
