SRINAGAR, Apr 16: Rendered politically bankrupt in the aftermath of street clashes of the year 2010 and suffering a major setback in Ghulam Nabi Fai's conviction by an American court, Kashmiri separatists are likely to get a fresh lease of life in a book written on the mysterious kidnapping of six Western tourists in 1995. Compiled by two American authors, the 500-page non-fiction, titled "The Meadow", claims that the Indian intelligence and security agencies not only delayed action---till five of the foreigners were killed---but also exploited sexually a woman who had reported to them sighting of a German hostage.
"The Meadow" claims to be based on years of research and hundreds of interviews by authors, Adrian Levy and Cathy Scott-Clark, who worked in South Asia during the kidnappings and for years after. It uses a combination of named and unnamed sources, journals and official files and transcripts to build its case---against the Indian establishment.

JAMMU, Apr 16: Demonstrating his obsession with the withdrawal of the AFSPA, Chief Minister, Omar Abdullah, dwelt at length on the issue during the Chief Ministers' Conference on internal security in New Delhi today. He said that the Act had played its useful role and this time he desisted from describing the legal cover to the security forces as a mere piece of draconian law.
No doubt Omar Abdullah referred to the need for promoting trade between the two sides, including between the Jammu and Kashmir and Pakistan administered Kashmir, he laid emphasis on setting up telephone facilities between the two Kashmir's in the interest of trade.

SRINAGAR, Apr 16: Army today opposed Jammu and Kashmir Chief Minister Omar Abdullah's demand for revocation of Armed Forces Special Powers Act (AFSPA) from certain parts of the State.
In Srinagar, the General Officer Commanding (GOC) of 15 Corps, Lt Gen S.A. Hasnain, said the Army was against any move of revocation of AFSPA from any part of Jammu and Kashmir.
In the national capital, Army Chief General V.K. Singh also reiterated this view saying the Army's stance on AFSPA was known to everyone.
The Army's stance comes in the wake of Union Home Minister P. Chidambaram's statement on Monday that AFSPA should be partially withdrawn.

JAMMU, Apr 16: Union home ministry has spent a huge amount of Rs. 3,583.305 crore as security-related expenditure in Jammu and Kashmir since militancy began in the year 1989.
This revelation has been made by Union Home Ministry in its annual report for the year 2011-12, a copy of which is with Early Times. It has said that ministry between 1989 and 2011 spent Rs. 3, 583.305 crore on security related expenditure. During the financial year (2011-12), a sum of Rs. 200 crore was reimbursed to J&K Government under SRE (P) till December, 2011.
