Early Times Report Jammu, Nov 13: Even as the Omar Abdullah led coaltion claims to have empowered the Panchayats by implementing steps suggested by Madhav Lal panel, the alliance partner Congress today re asserted on the need to incorporate 73rd constituional amendment that would ensure 'real' empowerment of the newly elected units at grass root level. Calling upon all concerned including its own party ministers to assert and ensure this happen, Congress said it was whatever has been done is not sufficient and convincing.
