Kashmir Festival in doldrums; No coordination between sponsors
11/21/2011 12:23:39 AM
Ahmed Ali Fayyaz SRINAGAR, Nov 20: With the state government still looking for the coordinating agency amid reports of no camaraderie between a host of sponsoring departments and organizations on proposed Kashmir Festival in New Delhi, Minister incharge Tourism and Culture, Rigzin Jora, has finally succeeded in getting rid of Zaffar Iqbal Manhas as Secretary of Jammu and Kashmir Academy of Art, Culture & languages. After rising to high positions in the last over 30 years, Zaffar Iqbal reached superannuation as Secretary of Cultural Academy on August 31, 2011. As the government constituted a committee, headed by eminent litterateur and former Secretary Mohammad Yousuf Taing, to pick up new incumbent, Manhas was asked to continue in the hot seat for two months beyond the date of his retirement from service. Even after the period of his brief extension expired on October 31, he continued to function as Secretary of Cultural Academy for over two weeks. Authoritative sources revealed to Early Times that during the course of an official meeting on Friday last, Jora observed that most ...

Administrative anarchy in J&K?
11/21/2011 12:23:01 AM
Syed Junaid Hashmi JAMMU, Nov 20: Inability of state government to manage its administrative machinery especially officers heading various vital departments is likely to increase governance deficit and further trim down already staggered pace of development. New Delhi has repeatedly snubbed Chief Minister Omar Abdullah about governance and developmental issues but to no avail. Adhoc transfer and posting policy has resulted in acute governance deficit. 17 IAS officers are on central deputation, another one is on an extraordinary leave while two others are facing penalization for reasons other then those related to their administrative capability and competence. A reflection of the inapt ad...

Would Mustafa Kamal also go Mirza Afzal Beg way?
11/21/2011 12:21:39 AM
Early Times Report Jammu, Nov 20: Dr. Mustafa Kamal, senior NC leader and brother of party patron Dr. Farooq Abdullah was sacked for his statements which annoyed not only the ruling Congress allies but also the army. As spokesman of the NC the uncle of the Chief Minister made utterances which the Chief Minister accepted had come as a big embarrassment to him. It is ironical that Dr. Mustafa Kamal had to finally eat the humble pie. He said he had accepted the orders of the party high command as a faithful soldier when he resigned his position as the chief spokesman of the party and also as its additional secretary general. Dr. Kamal has ruffled many feathers both within and outside the N...

J&K second highest in crime, Jammu No. 1
11/21/2011 12:21:21 AM
Early Times Report Jammu, Nov 20: Even while the findings of the 'Crimes in India' report released by Union Home Minister, a month back, have rated Jammu and Kashmir state of having the second highest crime rate in India, Jammu seems to be Number-1 in India. And the credit goes to none other than the men in Khaaki, who "felicitates" crime related incidents just for petty gains. Much publicized Amandeep murder case, in which alleged under world Don Chowdhary Nagar Singh alias Nago and others along with senior police officers have been arrested on various charges is one of the glaring examples where police have become party to crime. On October 27th, it was reported that Jammu and Kashmi...

AFSPA Row
11/21/2011 12:20:34 AM
Neha JAMMU, Nov 20: Chief Minister Omar Abdullah yesterday again suggested that he was committed to getting AFSPA revoked from certain areas in the state and added that "there is ample scope to go ahead with the move while addressing the concerns of the Army". Actually, he responded to a volley of questions on his stand on AFSPA after his return from New Delhi, where he met four ministers, including Prime Minister, the Army chief and the AICC president and UPA chairperson in order to solicit their support. "I believe there is ample scope for us to go ahead with what we have decided to do, while at the same time addressing concerns that the Army has flagged off", Omar on Saturday told repor...

11/21/2011 12:19:35 AM
Early Times Report Jammu, Nov 20: The Secretariat opens here tomorrow on an optimistic note for common people who have been making rounds of departments for the past two weeks in vain. Chief Minister Omar Abdullah is likely to convene the first cabinet meeting after reopening of Durbar in the winter capital this week. The meeting assumes importance as it has some vital agenda to discuss including partial revocation of AFSPA as the main issue. Even though it is third week since the Durbar started its work here in Jammu, not much has been registered or seen in terms of delivery of things and functioning inside the main seat of governance. While the Chief Minister remained mostly pre occu...
