R&B Minister faces allegations of nepotism in promotions
Undue favours to ineligible brother in law
2/21/2013 12:10:56 AM
Early Times Report JAMMU, Feb 20: Minister for Roads and Buildings, Abdul Majid Wani has been accused of extending benefits to his relatives in the promotions he lately affected in the department. Recently the Department of Roads and Building issued list of 19 Junior Engineers (JEs) who were elevated as Assistant Engineers (AEs) whereas there was the list of around 50 waiting for promotions, the Minister only elevated 19 JEs. It is being alleged that Wani did this to make way for his brother in law Ghulam Mohammad Banday, who was already working as incharge Assistant Executive Engineer (AEE) with Executive Engineer office at Doda. Banday's name appeared on number 16 and to get him on board, Wani only elevated 19 people and didn't take decision on other people waiting for promotions. Sources told Early Times that for past one year Banday was working as AEE despite being only a JE. "Near about 50 JEs were waiting promotions in the R&B Department for long time but the Minister only elevated 19 people so that his brother in law was elevated," sources said. Sources also said that...

2/21/2013 12:10:42 AM
Bashir Assad JAMMU, Feb 20: Notwithstanding series of verbal spats between National Conference and Congress leaders during last couple of years and the subsequent intervention by the leadership from both sides to douse the flames and keep coalition going which was followed by a complete truce during the recent elections to the 8 reserved seats of Upper House, the Congress party has accused NC of playing politics of deceit. Taking strong exception to NC additional general secretary, Dr. Mustafa Kamaal's anti-Congress stance a senior leader of State Congress today told Early Times that those who blame Congress of betrayal should recall that in 1965 the National Conference merged with the...

One month before Sports Council completes its term, Omar harps on Sports Policy
2/21/2013 12:09:45 AM
Abodh Sharma JAMMU, Feb 20: Chief Minister's instructions to the State Sports Council that met under his chairmanship in Jammu the previous day that it should categorize and prioritize the sports disciplines for focussed attention makes lot of sense, but it is a pity that Chief Minister issued these instructions besides underlining the need for formulation of a comprehensive sports policy when the present sports council is completing its term the next month. While the need of a sports policy has been advocated by many an experts repeatedly, Omar who became the president of the council after assuming the office of the Chief Minister took four years to issue such instructions. During these...

2/21/2013 12:08:45 AM
Early Times Report Jammu, Feb 20: If latest political grapevine is to be believed Pradesh Congress Committee chief Prof Saif Ud Din Soz had come close to calling it quits ahead of filing of nomination papers by the party nominees for the MLC polls on Feb 18. After two and half year, electricity Ombudsman fails to see daylight
2/21/2013 12:08:29 AM
Akshay Azad JAMMU, Feb 20: The administrative inertia in various Government departments in Jammu and Kashmir can be gauged from the fact that the Power Development Department (PDD) has failed to appoint much awaited Electricity ombudsman, after the lapse of more than two and half years, since the issuance of notification. Sources informed Early Times that under Jammu and Kashmir Electricity Act 2010, the SERC had issued regulations for the appointment of Electricity Ombudsman, its powers and jurisdiction in its notification issued on June 10, 2010, but astonishingly, the State Government was yet to appoint the Ombudsman and its Secretariat and file was running between PDD and Finance for ...

Govt delays posting of promoted officers
8 IPS officers to retire this year
2/21/2013 12:08:07 AM
Early Times Report Jammu, Feb 20: The work in Police Department in particular and State Government in general is likely to suffer as eight police officers having IPS rank are on verge of retirement this year. Amazingly all of them hail from the State. While the government should be making arrangements to ensure its smooth functioning after the retirement of said officials, it seems in no mood to effect postings of 4 IGPs, 5 DIGs and 11 SSPs cleared by The Departmental Promotion Committee (DPC) on December 12 last year. These police officers including Ram Lubaya , IGP, retiring in the month of March, Farooq Khan, IGP, retiring in the month of September, Rouful Hassan, IGP, retiring ...

Policing or schooling for Cops?
2/21/2013 12:08:54 AM
Early Times Report Jammu, Feb 20: The advertisement of the Police Public School at RS Pora makes an interesting read. After a brief introduction of the school, the advertisement depicts a message. The message merits special mention here. "Education is the way that leads a child from darkness to light and brings total growth and excellent placement in future." While nobody can contest the wisdom in the message, a few uncomfortable questions arise. Isn't it necessary to have a similar school for the police personnel and the officers? The demand for policing the police was always there. Following the recent incidents in the city of temples and elsewhere in the state, the demand ...
