Non-local IAS officers holding key positions contributing to "governance deficit" | | | Early Times Report
Jammu, Jan 17; While the baton of administration handed over to an influential group of non-local officers at the crucial decision-making levels in Jammu and Kashmir, the state is presently reeling under shortage of Indian Administrative Services (IAS) officers as around 22 IAS and IPS officers are retiring after reaching their age of superannuation in next couple of months .
At the same time Jammu and Kashmir seems to be in the midst of a fresh debate on bureaucratic set-up in the state, especially in the backdrop of accusations that the state government has exclusively left the state administration at the mercy of non-local officers, a major contributory factor to "governance deficit". Twin problems of deficient cadres and non-locals holding the key positions in state administration lead to governance deficit in Jammu and Kashmir, said a senior local officer wishing anonymity.

Kishtwar Jan 17: Video of attack on Congress MP Chowdhary Lal Singh and MLA Inderwal Ghulam Mohammad Saroori by a group of Harkat-ul-Jehadi Islami (HUJI) in July 2006 near Sanghambata Chatroo has now been uploaded by some unidentified person and released on social networking site 'facebook.'
The video of the attack captured by the militants shows two militants with automatic weapons keeping watch on the motor cavalcade of Congress MP on way to Chatroo from Kishtwar and then triggering the IED blast planted in the middle of the road followed by indiscriminate fire and rocket attack through a rocket launcher was uploaded on the social networking site.

SRINAGAR, Jan 17: Government has ordered reshuffle of Medical Superintendents at major hospitals under Department of Medical Education in Srinagar and Jammu. According to the order issued on Monday by Commissioner-Secretary Health & Medical Education, incharge Medical Superintendent (MS) at the state's largest of gynecology and obstetrics hospital, Lal Ded, Dr Nazir Ahmad Choudhary has been transferred and appointed as incharge MS of Sri Maharaja Hari Singh (SMHS) Hospital. JAMMU, Jan 17: A selection grade cop (SGC), who acts as "karya khaas" at railway station here, has allegedly been indulging in all types of illegal activities for the past 18 years but no senior officer has so far bothered to either remove him, or take action against him.
He allegedly indulges in blackmarketing of railway tickets and arranges reservations for senior police officers. During his 18 years of stay at the railway station, he has remained blue-eyed of all his immediate seniors.
Sources in railway police said when the matter was brought to the notice of senior officers, including DSP Mukesh Kakkar, they had not borthered to take any action against the SGC.
