NC- Congress devise 'mutual strategy' on Guru resolution...?
'Secret meeting' held by ministers to overcome 'crisis' Confidant CLP skips resolution agenda, Rahul Gandhi's visit discussed
9/22/2011 12:18:01 AM
Saroj Razdan JAMMU, Sept 21: In what can be seen as using the political acumen and 'understanding' to mutual advantage, the two major allies of coalition government NC and Congress are believed to arrived at some 'solution' or way out to overcome possible difficulty and embarrassment over controversial resolution on seeking amnesty for Afzal guru, convict in Parliament attack case. For reasons clear, Congress Legislative Party meeting did not touch upon this subject in an elaborate manner today and instead focussed on ensuing visit of Rahul Gandhi General Secretary of the party to state beginning from Sept 26. Sources said a day ahead of the Congress Legislative Party meeting , the ministers three each from NC and Congress held a 'secret' meeting to find out some 'way' to face the resolution on Guru that would save both the parties politically. The six senior ministers who included AR Rather, Ali Mohammad Sagar and SS Salathia from NC and Taj Mohiuddin, Rigzin Jora and Sham Lal Sharam from Congress held a meeting on Tuesday evening in which political nuances and complexitie...

9/22/2011 12:12:40 AM
Early Times Report JAMMU, Sept 21: The vertical split in two factions of state government employees came to fore today with a group of Employees Joint Action Committee (EJAC) staging a demonstration in front of Raj Bhawan here today and torching the copies of the agreement reached between the authorities and Joint Consultative Committee (JCC) at Srinagar recently. While the EJAC leaders termed the agreement a sell out and fraud with the working class, the JCC leaders not only hailed it but termed a historical victory for the first time in last 25 years for the employees of the state. ``This is a victory for the working class and we have achieved it for the first time in last 25 years...

We'll recommend J&K's solution within Indian Constitution: Padgoankar
After 11 months of equivocation, interlocutors uncover themselves to the best of Delhi's liking in Srinagar
9/22/2011 12:11:15 AM
Ahmed Ali Fayyaz SRINAGAR, Sept 21: This autumnal equinox has come with veritable change of colour among the Centre's interlocutors who raised speculations of an "out of box" solution for the last eleven months of their academic picnic but wrapped up their Mission Kashmir today to the best of their masters' liking. Head of the three-member team, Dileep Padgaonkar, made it unambiguously clear that the final report, to be submitted to union Home Minister P Chidambaram before October 12th, would recommend solution to the political problem of Jammu and Kashmir "within the framework of the (Indian) Constitution". Hours before concluding their 11-month-long study tour and interaction with stake...

Omar's historic Panchayati Raj futile, govt controlled
Where is devolution of powers?
9/22/2011 12:10:27 AM
Early Times Report SRINAGAR, Sept 21: Without unveiling draft of so-called 'historic Panchayati Raj Act', information department came up with an often repeated catchy headline 'Omar Abdullah led Cabinet creates History'. This is almost now 100th time that history has been created by Omar led cabinet. New Delhi's practice match has bore fruits and their man, Chief Minister has done wonders by doing something which is still miles away from giving the Panchayats their due share in effective empowerment and governance. It needs to be recalled here that committee on devolution of Powers to the Panchayats in its report, reference of which has been given in the official handout, has termed it...

9/22/2011 12:09:13 AM
ET Report JAMMU, Sept 21: In the background of deteriorating relations between the US and Pakistan over the latter's refusal to initiate firm measures against terrorists Washington seem to have given yet another chance for the establishment in Islamabad to take in hand certain correctives which could smoothen Pak-US relations. Reports from abroad indicated that Washington has renewed its suggestion to Islamabad to stop providing any direct or indirect assistance to the terrorists. Reports said that Washington has asked Pakistan's powerful spy agency ISI to severe ties with terrorist organisations, in particular the "Haqqani network", top US military commander Admiral Mike Mullen has sa...

'Govt must monitor decisions taken are implemented on ground'
Omar in Public Mulakats
9/22/2011 12:08:15 AM
Early Times Report SRINAGAR, Sept 21: Chief Minister, Omar Abdullah Wednesday said that the State Government is contemplating Kandi Development Authority to ensure comprehensive and integrated development of kandi belts spread over largely in both the divisions of Kashmir and Jammu. The pace and progress of development in both urban and rural areas defies the Government's claim and reduces the assurance of the Chief Minister to another diatribe. Omar Abdullah said that holistic development of kandi areas for conservation for water resources, raising of orchards, encouraging feasible agricultural activities, water shed development and other similar matters require focused attention. Difficult time for Cong, coalition in crisis
Resolution on Guru
9/22/2011 12:07:36 AM
Rustam JAMMU, Sept 21: As mentioned yesterday, the NC seems to have taken calculated risk hoping that the acceptance of and discussion on the private member's bill seeking mercy for Afzal Guru might help it retrieve the ground it has over the period lost to the PDP, which has carved out for itself a constituency in the Valley through rabble-rousing and extreme stances. The real trouble is for the Congress. It basically represents in the assembly a nationalist constituency, which is essentially confined to Jammu province and the cold-desert Ladakh, although it has at regular intervals sided with the NC and allowed it conduct itself in the manner it liked. One can cite here umpteen instan...

Appeal to Hon'ble speaker by Shri Chaman Lal Gupta BJP MLA
9/22/2011 12:06:34 AM
Sir, I had raised a question during the last session of the state assembly seeking a reply from the government regarding the decision to stop government advertisements to the daily Early Times published from Jammu. I had also spoken about the highhandedness of the government and its arbitrary, whimsical dispensation regarding distribution of official advertisements to the various newspapers published in the state. Despite repeated requests, the state government did not come forward with any reply to my question and the result has been that through its decision to ignore my question the state government has covertly accepted that it does not have a reasonable answer to my question. Hon'b...
