J&K 'non-serious' in checking misuse of developmental funds: PC
Implementation of PMRP, CSS
9/26/2011 12:24:12 AM
Syed Junaid Hashmi JAMMU, Sept 25: Jammu and Kashmir government has never shown serious inclination to check misuse of assistance being provided by centre for implementation of centrally sponsored schemes including those covered under Prime Minister's Reconstruction Programme (PMRP). Programmes are implemented in such a callous manner that expenditure booked in accounts assumes precedence over bonafide and propriety of the expenditure. These observations have been made by Planning Commission of India (PCI) in one of its study report on the implementation of centrally sponsored schemes (CSS) across the country including Jammu and Kashmir. The report has been compiled by the commission with the assistance of Comptroller and Auditor General (CAG) of India. Commission has studied lacunas and drawbacks in the implementation of centrally sponsored schemes in the state. It has rebutted the claims of respective government and without mincing words, stated that emphasis has been on early release of assistance by central ministries rather than ensuring quality of expenditure and attainme...

9/26/2011 12:23:38 AM
Early Times Report JAMMU, Sept 25: Latest from NC-PDP bickering over Narender Modi is that Ajay Sadhotra, senior NC leader and MLC is now demanding apology from PDP for its leadership for praising Gujarat Chief Minister. The fresh charge of NC levelled against PDP, as per Sadhotra's statement is PDP had entered into alliance an undeclared alliance with Sangh Parivar in 2008. The statement may be a part of the ongoing and continuous war between two rivals on gaining scores over Modi bashing for apparent political reasons. One can also understand some amount of exaggeration and spice added to make the statements controversial in politics. But one fails to understand how politician...

Kashmir fortunate, Jammu victim of misinformation campaign
Biased & Parochial
9/26/2011 12:19:55 AM
Neha JAMMU, Sept 25: Kashmir is indeed very fortunate. It has leadership which works in unison, ensures all-round development in Kashmir on an unprecedented scale, fights for its people and behaves in a fashion that makes some important persons at the helm in New Delhi and outside as well as "opinion leaders" and "think-tanks" believe in what it preaches in order to extract as many concessions from New Delhi as possible. And, it has been happening since decades, particularly since 1931, when Sheikh Abdullah of Kashmir and his supporters unleashed a vilification campaign against the Dogras and the Dogra Maharaja. The Britons, who had their interests in the strategic northern areas, had also...

In fact, Admiral Mike Mullen, US chairman of the Joint Chiefs of Staff, bluntly termed the Haqqani militant network as a "veritable arm" of the ISI and accused Pakistan of providing support for the group's September 13 "brazen attack" on the US embassy in Kabul. "There has never been much doubt in Washington that the shadowy ISI plays a 'double game', supporting some militants to extend its influence in Afghanistan and counter India, while targeting others," he said. He pushe...

Appeal to Hon'ble speaker by Shri Chaman Lal Gupta BJP MLA
9/26/2011 12:17:51 AM
Sir, I had raised a question during the last session of the state assembly seeking a reply from the government regarding the decision to stop government advertisements to the daily Early Times published from Jammu. I had also spoken about the highhandedness of the government and its arbitrary, whimsical dispensation regarding distribution of official advertisements to the various newspapers published in the state. Despite repeated requests, the state government did not come forward with any reply to my question and the result has been that through its decision to ignore my question the state government has covertly accepted that it does not have a reasonable answer to my question. Hon'b...
