Early Times Report JAMMU, Oct 18: It is the duty of the information department to keep the people of the state fully informed about what happens in the state, what the state government does and what are the implications of what the government does. It is its duty to inform the general public as to what steps the government has been taking to provide to them an effective, accountable, responsive, transparent and corruption-free administration, as also as to what steps it has been taking to check corruption and make its tools function properly and to the satisfaction of the general public. But it just cannot convert the department into the Chief Minister's public relation department, as it has been consistently doing to create an impression that all is well with the Chief Minister and his government and that they general public looks towards them in order to get their grievances and day-to-day problem redressed. People do meet the Chief Minister and other ministers. This is something normal. Meeting of the people with the Chief Minister and his ministerial colleagues is no news. But...

Early Times Report Jammu, Oct 18: Omar led coalition government has curbed civil rights more than the separatists since June this year. While the government imposed curfew for 53 days in four months since June 7 to end of September, the Valley observed strike in response to the calls of separatists for equal number of days in three months starting June 7. Two boys rescued from clutches of militants

EARLY TIMES REPORT JAMMU, Oct 18: Two minor Kashmiri boys were rescued from the clutches of militants by security forces in the Musara forests of Reasi Sunday night. They were identified as Imtiyaz Ahmed Malik (17) and Mohmmad Altaf Lone (17), both residents of Kulgam. Police sources said they were kept by militants in a water mill in Musara forests. Acting on a tip off, police and 61 Rastriya Rifles (RR) raided the water mill last night and apprehended both of them, the sources added. EARLY TIMES REPORT kishtwar, Oct 18: A brawl over the "ownership rights" of a pasture situated on the outskirts of far-off Polar hamlet in Kishtwar left four women wounded on Sunday evening. The injured -- Fatima Bi, Rajni Devi, Bimla Devi and Basanti - were admitted to the Kishtwar district hospital. The pasture has a cremation ground in its vicinity. While some Gujjar families used the pasture to graze their cattle, Hindus cut wood from there to burn their dead.
