Ahmed Ali Fayyaz SRINAGAR, Oct 23: Congress-led UPA government’s lately constituted three-member team of interlocutors on Jammu & Kashmir today arrived in this capital city on its maiden visit with the challenging task of interacting with diverse shades of political opinion to find a resolution to the unrest in the border state. Even as hardliner Syed Ali Shah Geelani has dismissed Centre’s fresh initiative as “non-serious” and called for total boycott to the “futile exercise”, political establishment from New Delhi to Srinagar has begun all possible efforts to arrange some meetings of the Kashmiri separatists with the interlocutors. Syed Junaid Hashmi EARLY TIMES REPORT JAMMU, Oct 23: With Panchayat elections still a distant dream; Jammu and Kashmir government is in no mood to incorporate provisions of 73rd amendment of Constitution of India into its own Panchayati Raj Act despite union Panchayati Raj ministry's strong recommendations for the same. Sources said that elections would be held as per the act which is already in force in Jammu and Kashmir. They added that there is no likelihood of state amending the act before going ahead with the Panchayat polls. Sumit Sharma EARLY TIMES REPORT JAMMU, Oct 23: Twenty eight Ladakhi children including four girls, victims of Leh cloudburst disaster, who were brought here by a Jammu-based Non Government Organisation (NGO) on the pretext of providing them a better life, have been restored back to their parents today. The children were allegedly kidnapped by the NGO members, who put them in inhuman condition in a rented accommodation at Dogra Hall area here. SUMIT SHARMA EARLY TIMES REPORT JAMMU, Oct 23: The 28 children who were allegedly kidnapped by the NGO and put them in a shamble condition in Jammu based rented accommodation at Dogra Hall are being dispatched back to their home town tomorrow. The children were handed over to their parents and General Secretary of Ladakh Buddhist Council PT Kunjuckh who took them to Kargil House near Railway Station Jammu. EARLY TIMES REPORT JAMMU, Oct 23: Samba Police have solved a mysterious murder case within a month by arresting the main accused who committed the crime on September 27. The arrested accused has been identified as Pankaj Gupta alias Jony son of Subash Chander Gupta of Pathankot (Punjab). Pankaj had murdered a woman and decamped with cash, jewellery and mobile phone from the house of victim. Police spokesman said, the deceased identified as Tara Rani wife of Sham Lal Gupta of Trilokpur, Jakh, Tehsil and district Samba was found murdered at her residence on Septemebr 27. EARLY TIMES REPORT SRINAGAR, Oct 23: Army today foiled an infiltration bid near the Line of Control in Uri Sector of Baramulla district, killing three militants. "An infiltration bid was foiled by the troops in Uri Sector in the wee hours. So far, three militants have been killed and the operation is still in progress," Defence spokesperson Lt Colonel J S Brar said.
