Ahmed Ali Fayyaz EARLY TIMES REPORT SRINAGAR, Aug 9: President of the principal opposition party PDP, Mehbooba Muftib, today lamented that Omar Abdullah-led coalition government had 'outsourced' governance fully to the Police force and Jammu & Kashmir had been turned into a "Police State". Apprehending all gunbattles as fake encounters, Ms Mufti exclaimed with surprise that Police had killed two civilians in custody at Sopore and Surankot at a time when Supreme Court of India declared that uniformed participants of all fake encounters should be hanged to death. Addressing a crowded news conference at her official residence on Gupkar Road, Mehbooba Mufti claimed that 31-month-long Omar Abdullah-led coalition government had given a free hand to its Police and armed forces in eliminating innocent civilians in custody and fake encounters. She said it was all the more surprising that Police and Army personnel had killed two civilians in custody---one in physical torture in Sopore and another in a fake encounter in Surankot---at a time when judges of Supreme Court of India had declared...

Early Times Report Jammu, Aug 9: After August 9, 1953 incident, Sher-e-Kashmir did change but not fully. He continued to nurture separatist tendencies. He even flirted with the idea of a guerrilla war for liberation of Jammu Kashmir. After 1965 war when Pakistan President, General Ayoub Khan and his foreign ministry officials including late Zulifkar Ali Bhuttoo shifted the blame for the failure of Operation Gibraltar on the people of Kashmir, Mir came out openly to defend the hapless Kashmiris. JAMMU: The Pak Rangers today handed over to BSF the body of Sarmoo (6), son of Yousaf of Chak Manglan, Samba, who was Sunday evening washed away in flash floods in Basantar river. Sarmoo was grazing cattle close to the Basantar bank at Samba when he was washed away by flash floods across the International Border (IB) in Pakistan. His body was today fished out from the river by the Rangers. Police sources said the Rangers contacted troops of 59 Bn of BSF at Galad outpost and handed over the body to them. The BSF later gave the body to his family for its last rites....

JAMMU: A mud house gave way to torrential rains at Mohalla Paharian here late Monday night. Police said the mud house of Vijay Kumar, son of Bansi Lal, collapsed due to heavy rains at Mohalla Paharian late last night and the debris fell on the gift house of Rajesh Khurana, son of SP Khurana of Shastri Nagar. Though there was no casualty in the incident, several items in Khurana's gift house were damaged. The loss was estimated at about Rs 2 lakh. Police said Khurana also dealt in photostat machines and mobile phone spare parts. The city police had registered a case in this connection....

2 cops hurt in fight

JAMMU: Two police constables were hurt in a fight on the national highway at Ramban, about 150 km from here towards Kashmir. Traffic police cop Talib Hussain stopped Maruti car (JK02AR/1665) at Ramban for routine checking. The car was being driven by cop Javed Iqbal of JKAP 12 Bn, who at present was posted in SSG, Srinagar. Police sources said the two cops fought over some trivial issue as a result of which they sustained minor injuries. A case was registered against both of them at Ramban police station....
