Is Rana, Gul giving constitutionally 'illegal' advice to Omar
2/17/2012 11:55:11 PM
Early Times Report Jammu, Feb 17: The State Accountability Commission by terming ministerial status to Mubarak Gul and Devinder Singh Rana as constitutionally untenable has served a blow to Omar Abdullah government. The observation by the Commission that any appointment by the government in the interest of the affairs of the State can only be made by either Governor or by the Legislature and not by mere government order has exposed how ministerial status are awarded for political considerations rather than by the rule. Going by the observation of the Commission as it appears and stands clear that rules of governance have been thrown to winds. The person enjoying the status of a minister is a member of the executive branch entrusted with the job of governance and in framing and executive rules in the interest of affairs of the State. Even though the Commission has ordered an inquiry and government file reply but as things stand today any advice on governance by the two two advisers of the CM, including Rana, termed as de-facto CM, is constitutionally not tenable. The government ...

Enquiry against Wakhloo
2/17/2012 11:54:56 PM
Jammu: The SAC initiated regular enquiry against Khem Lata Wakhloo chairperson J&K Social Welfare Board. The SAC observed that she is drawing the salary and enjoying the other amenities which are admissible to a Minister of State. She seeks to rely, for showing her entitlement on Govt order No. 1092-GAD of 2009 dated 12-8-2009, but the bare perusal of the said order indicates that it can have no application to her case when the said order only provides for the staff strength in personal section of the Ministers. SAC observed that withdrawal of pay/salary without valid authority of law amounts to mis-appropriation of the Government money. The bare fact that the Government is aware of all th...

2/17/2012 11:54:16 PM
Ahmed Ali Fayyaz SRINAGAR, Feb 17: Even before neatly escaping action in the recently flared up matter of unfair means involving Minister of Education Peerzada Sayeed and his family members, J&K State Board of School Education (BOSE) has managed to hush up equally serious criminal matters in the past. Under political intervention from top echelons of the state government, BOSE officials and reported to have got hushed up the matter of an objectionable illustration in the text book of First Primary class. 2/17/2012 11:53:51 PM
Irtiqa Hussain Jammu, Feb 17: After the much celebrated fiasco over revocation of AFSPA within days, state government has begun drumbeating over a cabinet sub-committee's report which has recommended buying back of three major power projects from NHPC. Though it is not known what compelled the government to form a sub-committee over an issue which has been debated in detail by ace economist of the country and head of Prime Minister's Economic Advisory Council (EAC) C.Rangarajan in his report, which is now gathering dust both in New Delhi and in the secretive corridors state power ministry. Cabinet decision to buy back NHPC projects?
2/17/2012 11:53:37 PM
ET Report Jammu, Feb 17: The State cabinet's approval of the cabinet sub-committee report for buying back the hydel power projects from NHPC is a welcome decision, but its exact implementation would only determine the seriousness of the decision. The State government has been hyping the taking over of the hydel power projects in the state ever since the public debate over the sharing of the generated electric power by NHPC owned projects started. Jammu and Kashmir has been incurring a whooping sum of Rs. 2000 crores annually on the purchase of electricity from the country's northern Power Grid. A financially poor State like ours cannot afford such an extravaganza for long as all dev...

Congress accuses BJP of indulging in divisive politics
Motivated Charge
2/17/2012 11:51:56 PM
Rustam Jammu, Feb 17: We are a democratic and secular country. This is what the Congress and similar other formations claim. It is difficult to believe them considering what has been happening in the country under the present Congress-dominated dispensation in New Delhi. The Congress also says that it is a genuinely secular and democratic party and that it hates and denounces "divisive" politics. Besides, the Congress also dismisses the BJP as a communal and accuses it of indulging in "divisive" politics. Only the other day, some Congress leaders from Jammu & Kashmir contemptuously dismissed the BJP as a "divisive" outfit. "The divisive politics of Bharatiya Janata Party (BJP) has alway...

Equitable Development
2/17/2012 11:51:30 PM
Neha Jammu, Feb 17: J&K Chief Minister Omar Abdullah and other NC leaders consistently maintain that the NC-Congress coalition government has been striving for "equitable development of all regions of the state and that the amelioration of general public is the most important part of the development policy". "Our government is determined for equitable development of all regions of the state and we have focused specifically on the holistic progress of far-flung and remote areas," is the bottom-line of their oft-repeated argument advanced to prove that the NC is state-centric, and not Kashmir-centric. This correspondent today interacted with people to know what they actually ...

Early Times Report SRINAGAR, Feb 17: Kashmiri youths are increasingly leaning towards non-violence and also moving away from Pakistan. So says a survey by a New Delhi-based research body. The survey by the Institute for Research on India and International Studies (IRIIS) also holds the "historical baggage" of Jammu and Kashmir and the "presence of security forces" for the disconnect between the Kashmiri youth and the Indian state. Conducted in 2011 on behalf of the Indian home ministry, the survey says the young in Kashmir spend more time listening to music and watching Hindi ...
