Syed Junaid Hashmi EARLY TIMES REPORT JAMMU, June 17: Having virtually given up on streamlining administrative functioning and speeding up utilization of funds meant for centrally sponsored schemes (CSS), Chief Minister Omar Abdullah has pleaded planning commission of India to relax guidelines and show flexibility in deployment of resources. Omar sought these relaxations after Deputy Chairman of Planning Commission Montek Singh Ahluwalia had in his letter dated February 9, 2011 pointed out that Jammu and Kashmir was lagging behind in almost 18 socio-economic indicators, as compared to all India numbers. He had advised the state government to step up progress in health and education sectors besides pointing out dismal resource position. There was nothing whatever in the accord which could even remotely suggest that New Delhi had directly or indirectly suggested that it would restore the pre-1953 position to the state. EARLY TIMES REPORT JAMMU, June 17: While police has earned a bad name for the inhuman torture of goldsmith Vishal that left him paralysed in both arms, Sunderbani police station in Rajouri has got ISO 9001-2008 certification "for working as per international standards and conformity to quality functioning." EARLY TIMES REPORT SRINAGAR, June 17: Chief Minister Omar Abdullah has sought direct international flights to Srinagar in order to boost the tourism sector in the state. Addressing a tourism conference organised by FICCI here, Omar asked the centre to introduce direct international flights to valley.
