JAMMU, Mar 10: The eighth day of the ongoing Budget Session of the Jammu Kashmir Legislative Assembly once again witnessed uproarious scenes coupled with heated exchange of words and a minor scuffle between Jammu and Kashmir National Panthers Party (JKNPP) legislator from Udhampur and independent MLA Engineer Abdul Rashid representing Langate constituency.
The noisy scenes and trouble in the House started to build up during Question Hour when Engineer Abdul Rashid annoyed by the Speaker's disallowance to let him speak, began to shout loudly in protest.

Jammu, Mar 10: The Speaker of the Assembly Mohammad Akbar Lone today reprimanded the House for what he observed as non seriousness by the members particularly from treasury benches in ensuring consistent participation and presence during the proceedings of the House. The Speaker also warned the government if such 'non seriousness' in terms of their absence , resulting in lack of quorum was repeated in future, he would be forced to adjourn the House.

The video conveys that Major Avtaar is on US Radaar but shall not be extradited as New Delhi has not sought his extradition.
